This position reports to the Director of General Services and works closely with other Department and County leadership. This Deputy Director in partnership with the Director and the Deputy Director for Transit Fleet and Facility Operations plays a key role in shaping departmental priorities overseeing budgets and ensuring compliance with local state and federal regulations. This position directly supervises two Assistant Directors (Waste Management and Public Works & Environmental Services) and indirectly supervises five Division Managers and their staff providing high level direction and support to ensure alignment with organizational goals. Additionally as one of two Deputy Directors this position serves as a key liaison between the Department and internal stakeholders external agencies and the community representing the Department in highlevel discussions and initiatives related to their respective areas of responsibility.
This new role requires a leader who can balance daytoday operational excellence with longterm strategic planning to optimize resources and ensure the Countys environmental stewardship responsibilities and evolving service needs are met. Qualifications
Minimum requirements include any combination of education and experience equivalent to an advanced degree in business administration public administration or a related field along with five years of progressively responsible experience in a relevant field including three years in a supervisory or management role preferably in a government setting. Candidates must have experience in organizational leadership operational oversight and process optimization as well as knowledge of federal state and local laws regulations and codes applicable to the positions portfolio. Strong skills in budget management policy development project management and stakeholder engagement are essential.
Preferred qualifications include senior or managementlevel certification in environmental services engineering environmental science or a related field active membership in professional organizations and experience leading large teams implementing high impact crossfunctional environmental projects waste management or sustainability initiatives. We are seeking candidates with a proven leadership track record in policy development process improvement and performance measurement within a public sector environment. Strong candidates will demonstrate their ability to lead teams and drive impactful change at an organizational level.
Inside the Department
The Department of General Services directly supports Loudoun County residents and government operations by providing responsive and effective emergency and essential public works support solid waste management environmental compliance stormwater management transit & commuter services fleet acquisition and maintenance and facility operation and maintenance. An analysis of strengths weaknesses opportunities and threats has been recently conducted within the Department of General Services. One key driver of increased workload across the Department is the growing population and expanding size of County government which has led to higher demands for services. To address these challenges the Department needs to capitalize on their technical expertise and strong sense of camaraderie. The team demonstrates a rapid response capability and a get it done mentality at all levels however due to growth and complexity of services there is a need for improved coordination and communication across divisions. Within the Department there is a strong sense of purpose and unity with senior leadership showing a willingness to take risks and seek feedback from the front line to improve operations. The Department also benefits from the Board of Supervisors support for key priorities such as the Environment and Energy Work Plan. Additionally there is technology available that can help enhance coordination and streamline existing workflows creating an opportunity to further optimize operations. The Department operates with a Fiscal Year 2025 operating budget of $113 million (excluding salaries and benefits) and 204 fulltime equivalent (FTE) positions and is a critical component of the Countys ability to provide highquality services to a growing community. The Form of Government
Loudoun County operates under the Traditional Form of county government the most used form in the Commonwealth. The Board of Supervisors is responsible for the legislative and administrative affairs of the County. The Board of Supervisors appoints a County Administrator to oversee the daytoday administration on behalf of the Board. The Board approved a $6.9 billion General Fund for the FY 2025 adopted budget. In addition elected officials are responsible for the conduct and administration of various aspects of the Countys affairs. Compensation and Benefits
