Job Summary:

This role addresses current and expanding critical operational vulnerabilities within the Traffic Management Group by offering crossfunctional support across essential areas of the Traffic Operations Trainer and coordinator trainer of new employees Traffic Management Event Coordinator/Digital Messaging System. Under Dispatch Management guidance will be a TOCsystems operator. Utilizing (CAD ERS CCTV DMS radio) to monitor verify and disseminate traffic incidents statewide ensuring timely public and agency notifications. Spanning multiplefunctions the specialist ensures operational continuity during times of heightened operational activity. Serves as a backup role in absences retirements or departures; preventing
disruptions in key services safeguarding communications during emergencies supporting emergency response efforts. Assisting in the overall efficiency and readiness of the TrafficManagement Group. Occasional travel may be necessary for programrelated duties.

Job Duties:

Ensures uninterrupted communication and operations within the TOC during staff absences or emergencies. Responsibilities include analyzing realtime
traffic data managing digital messaging and coordinating with traffic teams responders and agencies. Monitors traffic identifies incidents and initiatesresponses to reduce congestion. Supports TOC IRU Wrong Way Detection Dust Detection I10 Truck Parking and I17 Flex Lanes.

Backup role review statewide emergency/nonemergency traffic control plans Dynamic Message Sign programming and ERS/AZ511 with statewide workgroups. Coordination for unforeseen/lastminute DMS messages timely updates provide coverage during staff absences supports business practicesoperating procedures reinforcing operational stability and maintaining the integrity of statewide traffic messaging/communication systems.

maintaining and enhancing training programs developing ongoing training opportunities and adapting to unit needs through workshops on line coursesand other methods ensures new trainee is in compliance with all training curriculum. Other duties as assigned as related to the position

Knowledge Skills & Abilities (KSAs):

KNOWLEDGE

  • Knowledge of systems and programs related to theassignment including their structure purpose and variations in form (e.g. Cameleon Flux Flex).
  • Expertise in Traveler Information Systems (AZ511 and itsEvent Reporting System (ERS).
  • Familiarity with classroom training methods.
  • Advanced understanding of Google Workspace and Tableau fordata analysis and visualization.
  • Proficient in records management practices rules andregulations.
  • Knowledge of computer hardware software and networkingwith an emphasis on VPN remote access technologies relational database structure SQL scripting and relational data joining logic.
  • Knowledge of operational analysis decisionmakingtechniques and procedural adherence.
  • Experience with Spillman Flex CAD system and advancedtechnical troubleshooting.

  • Work management and leadership capable of prioritizingmultiple customer requests while maintaining professionalism in highpressure situations.
  • Exceptional written and verbal communication includingtechnical reports standard work documents and instruction dissemination.
  • Experience in 2way radio operations and communicationswith field teams.

  • Advanced problemsolving skills including troubleshooting ofcomputer and network systems.

  • Adaptable in communication styles able to tailor messagingbased on the audience and context especially when collaborating with internal and external customers.

  • Ability to set priorities and work independently managingmultiple tasks and customer requests simultaneously.
  • High degree of accuracy in performing detailed tasks andanalyzing statistical information.
  • Strong judgment in safeguarding and disseminatingconfidential or sensitive information appropriately.
  • Ability to interpret complex information plan organize andprioritize tasks and projects.
  • Expertise in troubleshooting user issues providing clearinstructions via telephone and email.
  • Strong adherence to rules policies procedures and statutesrelated to the program.
  • Certified and authorized through ACJIS (Arizona CriminalJustice Information System) under the Arizona Department of Public Safety.
PreEmployment Requirements:

Valid Arizona Drivers License.
ACJIS Certification through Arizona DPS is required.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
