The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontarios capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair improper or fraudulent practices to foster fair efficient and competitive capital markets and confidence in the capital markets to foster capital formation and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy operational and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Communications International and Stakeholder Affairs (CISA) Division plays an integral role in advancing the OSCs position domestically and globally as a trusted and influential voice on capital markets. The Division works to uphold public confidence in the OSCs work and Ontarios capital markets by facilitating strong relationships with stakeholders and regulatory partners alignment with government priorities and international standards and the effective communication of OSC priorities policies and actions. The CISA team engages internal external and international stakeholders through direct outreach policy forums executive thought leadership corporate reporting materials digital and enterprise social media channels.

The International Affairs team within CISA supports the Commissions mandate by providing strategic advice and support in connection with the OSCs relationship with international stakeholders and by advancing international information sharing and cooperation arrangements to improve crossborder supervision and enforcement supporting the development of international regulatory standards and identifying and advising on relevant developments by other regulators and in the global capital markets.

Members of the International Affairs team monitor key global developments advance OSC interests within international standard setting bodies work with a global network of securities regulatory authorities to promote implementation and alignment of new international standards and best practices strengthen international relations and cooperation and manage select crossDivision projects.

As Manager International Affairs you will report to the Senior Vice President Communications International and Stakeholder Affairs and lead the OSCs involvement in international bodies such as the International Organization of Securities Commissions (IOSCO) and in related activities and projects. This role also provides advice to the CEO Executive Forum and Commission staff on a wide range of issues relating to the OSCs international engagement and relationships with regulators and stakeholders outside of Canada including cooperation and information sharing.

What you will be doing:

  • Manage and oversee a professional team that engages globally on a broad range of securitiesrelated policy and strategic issues that impact the Commission
  • Directly and through staff support the OSCs role within the International Organization of Securities Commissions (IOSCO) including supporting the CEOs role on the IOSCO Board and at Boardlevel taskforces providing strategic advice and insights and actively participating in international committees and working groups such as the Assessment Committee
  • Develop and execute strategies to support the strategic goal of strengthening the OSCs position as a trusted and influential voice in the capital markets
  • Represent the OSC our policies and positions with international counterparts to advance our priorities and discuss issues of mutual concern
  • Directly and with staff coordinate lead or manage Commissionwide special projects or initiatives that have an international focus (for example the IMFs periodic Financial Stability Assessment Program reviews of Canada)
  • Lead the International Affairs team by setting goals providing input on business planning and budgeting and mentoring and performance management of direct reports.

What you will bring:

  • Post graduate degree in law finance international studies or other related discipline or a relevant undergraduate degree combined with significant experience in a similar role
  • Minimum of 15 years experience in law securities industry financial regulatory sector government or related field
  • Strong foundation in diplomacy and relationship management in a public sector and/or a regulatory environment with proven success in building and implementing effective stakeholder relationships and engagement strategies
  • Proven ability to use influencing collaborating mediating and facilitating skills to achieve results
  • Solid understanding of the securities and/or financial services industry and Canadian capital markets as well as the securities regulatory framework in major jurisdictions outside Canada or experience in international regulatory policy development
  • Excellent oral and written communication skills
  • Ability to think strategically and provide timely and practical advice
  • Ability to foster collaboration through dialogue and build networks and partnerships with internal/external stakeholders representing a variety of needs and interest
  • Strong ability to develop motivate coach and nurture talent of direct reports on the International Affairs Team and demonstrate OSC values
