Job Description

Salary Range: $35.23$50.83 per hour

SUMMARY

The Housing for Health Division (HFH) at the Los Angeles County Department of Health Services provides a continuum of services for people who are experiencing homelessness and who have complex health or behavioral health conditions. HFH seeks a missionoriented processminded analyst to support its programs and teams.

We seek an experienced and highly motivated Assistant Staff Analyst who will assist and support the coordination and management of our departments supply chain operations while supporting the Staff Analysts in managing the companys fleet of vehicles. The ideal candidate should have strong organizational and communication skills with a proven track record of success in managing multiple projects simultaneously.

The ASA will work closely with the Mobile Clinic Staff Analysts and Senior Staff Analyst analyzing and recommending effective resource and personnel utilization implementing and improving programs and operations and performing special assignments and projects as directed. The candidate will also support in managing the programs fleet of vehicles including maintenance repairs scheduling and ensuring compliance with all local state and federal regulations related to fleet management. Additionally the candidate will participate in budget planning for major health service programs and departments analyze preliminary budget requests and conduct studies of line budget units previous financial performance and costeffectiveness.

ESSENTIAL FUNCTIONS

  • Supports supply chain operations including procurement planning scheduling production and delivery.
  • Coordinates with internal and external stakeholders to ensure efficient and effective communication and collaboration across the supply chain.
  • Develops and implements supply chain strategies to achieve operational and financial objectives.
  • Monitors and evaluates maintenance work orders ensuring timely resolution of building upkeep issues.
  • Ensures organizational compliance with all California Department of Public Health (CDPH) regulations and licensing requirements.
  • Supports facility management operations including adherence to OSHA standards security protocols and environmental services (EVS) best practices.
  • Monitors infection control protocols to ensure compliance with health and safety regulations.
  • Conducts risk assessments and audits to identify potential infection hazards and implement preventive measures.
  • Oversees IT management functions including system upgrades software implementation and data security protocols.
  • Provides administrative support in the management of the companys fleet of vehicles.
  • Serves as a point of contact for drivers and suppliers in relation to fleet management.
  • Coordinates vehicle inspections maintenance schedules and repairs.
  • Tracks fleet utilization including mileage fuel consumption and driver logs. Monitors fleet data such as operating costs emissions and performance.
  • Ensures compliance with all local state and federal regulations related to fleet management.
  • Assists in the procurement of vehicles and equipment as needed.
  • Monitors Department of Transportation (DOT) regulations to maintain Class A driver safety compliance.
  • Supports risk management programs to minimize operational liabilities.
  • Participates in the budget planning for major health service programs and departments.
  • Analyzes preliminary budget requests; conducting studies of line budget units previous financial performance and cost effectiveness; performing revenue forecasts; and preparing findings and budget recommendations to management.
  • Develops annual budgets for assigned Department of Health Services line budget units; monitoring the units expenditures against the plans; and preparing summaries of financial activities to keep management informed of financial condition.
  • Drives fleet vehicles as needed

JOB QUALIFICATIONS

Three years or more years of highly complex administrative experience in the health housing social services or related sectors.

Certificates/Licenses/Clearances

  • A valid California commercial driver licenses preferred
  • Successful clearing through the Live Scan process with the County of Los Angeles.

Other Skills Knowledge and Abilities

  • Ease with numbers and some proficiency with Excel software is a must for this position.
  • Excellent written and verbal communication skills including the ability to collaborate with professionals from multiple teams and fields of work.
  • Ability to collect and process data from a variety of sources and produce clear and concise recommendation.
  • Experience working on projects where business problem opportunity and solution may be unclear.
  • Strong project management and relationship building skills.
  • Ability to learn quickly and adapt to shifting priorities.
  • Comfortable working with and learning new data systems.
  • Strong listening negotiation and conflict resolution skills.
  • Some knowledge of LA County programs that are designed to serve the underserved.
