The Maryland Department of Agriculture is adepartment under Marylands Executive Branch. Formed in 1972 by theMaryland General Assembly to address the agriculture needs for the State ofMaryland the Department oversees and serves as a regulatory body for animalhealth consumer services to include marketingand lab servicesplant and pest management and resourceconservation. As the number one industry in Maryland the diversity ofagriculture programs in the State continue to expand and grow.

Our Resource Conservation Program Planning and Evaluation program develops new programs and services and oversees all progress toward environmental goals. This position works closely with District Operations and Soil Conservation Districts to enhance data tracking and reporting efforts.

Main Purpose of Job

The positions primary purpose is to support Program Planning & Evaluation in achieving itswatershed strategies for the Chesapeake Bay and state climate resilience goals through thecoordinated design query analysis and assimilation of data findings. Role includes technicalanalysis of the Chesapeake Bay Assessment and Scenario Tool (CAST) inputs and outputs to helpevaluate trends in water quality land use and pollutant sources as well as climate toolsutilized by the state. This position will assist with the data retrieval and necessary QA/QC stepsto prepare data for submission according to established protocols. Position will support staff inthe development of the Phase 7 CAST model and future updates to the Chesapeake Bay planning asassigned.

The incumbent will also work to design data management systems to integrate environmentalinitiatives (e.g. climate resilience and soil health) with established protocols.

Incumbent will create database relationships provide initial quality review of data and managedata flow according to project timelines. Findings and data user recommendations will be providedto Program Managers to inform programmatic recommendations.

Position will also provide support to MDA Resource Conservation and/or Office of InformationTechnology to upgrade database management tools and technology systems according to a projectschedule. Incumbent will work with programs and business users to ensure smooth project timelineand transition.

POSITION DUTIES

Conduct quantitative data analysis for Office of ResourceConservation (RC) defining data needs database relationships and query requirements to supportprogram objectives.

Manage multiple concurrent projects and provide findings to Program Managers or business usersaccording to established project timelines.

Conduct quality assurance of retrieved data for accuracy and data integrity according toestablished protocols; gathering data from primary and secondary sources identifying analyzingand interpreting trends from the data.

Extracting data using special tools and software responding to datarelated queries setting upprocesses to make data more efficient analyzing and interpreting trends from the data.

Ensure data sources are fit for their intended purpose through assessment of potential data qualityissues.Support RC staff in the creation analysis and refinement of program data to accomplish MarylandsWatershed Implementation Plan emerging state climate change goals or other identified programneeds.

Liaison between RC and/or Department of Information Technology ondevelopment implementation and deployment of new database systems to support program needs.

Work with business users to define database needs and communicate to developers.Work closely with MDA and DolT to develop and implement training activity and helpdesk supportassociated with the deployment of new information management systems.

Support enduser reporting requirements by developing complex andefficient queries as needed.Design new or modify existing reports of various levels of complexity. Test new or modifiedreports for accuracy of design and data integrity.

MINIMUM QUALIFICATIONS

Experience: One year of experiencedesigning developing testing implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency for one year experience certificate plus thirty credit hours from an accredited college or university in Computer Information Technology Management Information Systems Computer Science or other information technologyrelated field to include course work in database management systemsfor the required experience.

2. Candidates may substitute one year experience operating computer systems; or scheduling controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages for graduation from an accredited high school or possession a high school equivalency certificate.

3. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in Computer Information Technology Management Information Systems Computer Science or other information technology related field to include course work in database management systems for the required experience.

4. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in DatabaseAdministration classifications or Database Administrationspecialty codes in the Information Technology field of work on a yearforyear basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.Experience with data retrieval and analysis consistent with established protocols and complex data management.
2.Experience writing database queries with relational databases
3.Database application in environmental science and/or agricultural setting.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and therefore may be required to provide the employing agency with a telephone number where the employee can be reached.
