Job Description

What Your Day Will Look Like:

As a Senior Contract Administrator supporting the Canadian Ministry of Transportation (MTO) Youll be responsible for managing and overseeing all aspects of contract administration for transportation projects across the province. This includes negotiating drafting and reviewing contracts ensuring compliance with MTO standards and regulations and onsite liaising with stakeholders such as contractors consultants and government representatives. The role will require expertise in contract law project management and public sector procurement processes as well as the ability to resolve issues and mitigate risks related to contract performance. This position reports to the Senior Project Manager.

What Youll Do:

  • Review and understand the construction contract thoroughly.
  • Interpret and communicate contract terms to project stakeholders.
  • Maintain and organize project documents including contracts change orders submittals and correspondence.
  • Ensure all documentation is accurate complete and properly filed.
  • Review and process change orders including evaluating their impact on cost schedule and scope.
  • Communicate change orders to relevant parties and obtain necessary approvals from MTO.
  • Monitor and report on the progress of the project to MTO and stakeholders.
  • Keep records of daily activities inspections and any deviations from the contract.
  • Coordinate inspections to ensure work is performed to specifications and quality standards.
  • Address any noncompliance/nonconformance and document corrective actions.
  • Review contractor payment applications to verify the accuracy of work completed.
  • Approve or recommend payment to contractors.
  • Resolve disputes and issues that may arise during the construction process according to T131 guidance.
  • Mediate between parties when necessary/required.
  • Maintain clear and open communication with all project stakeholders including contractors architects engineers and MTO.
  • Document and distribute meeting minutes and correspondence.
  • Ensure compliance with contract specifications regulations and standards.
  • Keep abreast of any changes in regulations that may affect the project.
  • Identify and mitigate potential risks that could impact the projects successful completion.
  • Review and verify insurance and bonding requirements.
  • Facilitate the project closeout process including obtaining necessary documentation and approvals.
  • Ensure all punch list items are addressed before final acceptance.
  • Assist in monitoring project budgets and expenditures.
  • Report any budget variances and work with the project team to address them.
  • Prepare regular reports on project status including budget schedule and quality performance.
  • Maintain a comprehensive project record for future reference.
  • Ensure that all parties involved adhere to the terms and conditions of the contract.
  • Identify and address any contract breaches or deviations.
  • Supervise and ensure compliance with health and safety regulations and supervise safety programs on the construction site.
  • Receive supervision and guidance relating to overall objectives critical issues new concepts and workplace policy matters; receives direction on unusual conditions and developments.
  • Supervise and lead a team of onsite contract administrator inspectors document controllers or support staff.
  • Assign tasks and responsibilities to team members.
  • Provide guidance training and support to team members to ensure they perform their duties effectively.
  • Accountable for team and project performance.

What Youll Need:

  • Degree or Diploma in Construction Management or Civil Engineering and/or combination of related experience.
  • Minimum of 10 years of experience in transportation and municipal engineering.
  • Onsite experience with full project life cycle management having completed at least one project from start to finish.
  • Certified Professional including with PEO and /or OACETT
  • Certified T131 and related refresher(s)
  • Other Relevant Certifications such as Certified Construction Manager (CCM) or Project Management Professional (PMP) are preferred.
  • Proficiency in contract management including contract review negotiation and administration.
  • Strong written and verbal communication skills are essential for effectively communicating contract terms issues and resolutions.
  • The ability to analyze contract terms and data assess risks and make informed decisions.
  • The capability to negotiate contract terms and resolve disputes.
  • Proficiency in using contract management software Microsoft Office and other relevant tools.
  • Understanding of project management principles and methodologies.
  • Basic knowledge of contract law and an understanding of contract clauses and terminology.
  • Familiarity with construction methods materials specifications and standards.
  • Understanding of codes regulations and safety requirements.
  • Understanding of contract law and construction contract types.
  • Ability to identify potential contract risks and opportunities.
  • Ability to coordinate and oversee construction project activities.
  • Must provide own transportation to and from the job site.
  • Valid Class G drivers license.
