In this role you will take on the responsibilities of a team leader within the Technical Support Section of the Bureau of Air Quality specifically in the Division of Permits. Your primary focus will be to implement the permitting requirements outlined in the federal Clean Air Act (CAA) and the Pennsylvania Air Pollution Control Act (APCA) along with the regulations established under these laws. You will play a pivotal role in formulating comprehensive permitting criteria which will include standards such as Best Available Technology (BAT) Best Available Control Technology (BACT) and Lowest Achievable Emission Reduction (LAER) as well as preparing the necessary background documentation for various source categories. Additionally you will be tasked with developing General Plan Approvals and General Operating Permits (GP) by establishing recommended BAT requirements for different source categories. Your expertise will also extend to assisting regional permitting staff in identifying casespecific control technology needs. Coordination with staff from the Environmental Protection Agency (EPA) and the Department of Environmental Protection (DEP) will be essential in this position. You will be responsible for posting determinations related to RACT BACT LAER and select BAT made by regional air quality permitting staff in DEPs Intrabaq. Furthermore you will prepare draft reports and responses to inquiries regarding Pennsylvanias permitting programs addressing requests from the public industry representatives environmental consultants and various governmental entities. Your role will also involve drafting responses to inquiries from private industry the public and regional personnel providing insights on air pollution control and the ambient air impacts of contamination sources. Lastly you will review and prepare comments on proposed rules regulations policies procedures air quality standards and legislation assessing their potential effects on the air quality permitting program.
