Job Description

REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Staff Engineer Highway and Bridge Maintenance Division.

The Highway and Bridge Maintenance Division (HBMD) maintains and improves the Countys highway/street system and over 90 fixed bridges operates and maintains three bascule bridges and oversees the mosquito control operations. More specifically HBMD is responsible for the maintenance and improvement of stormwater drainage system sidewalks and curb ramps street resurfacing and patching fixed and bascule bridges guardrail and landscaping. HBMD also performs emergency operations related to flooding storm events and declared emergencies.

The Staff Engineer position at HBMD will be responsible to provide technical support for maintenance projects by preparing designs specifications and cost estimates for projects; support to contractors or inhouse crews; conduct site inspections and prepare technical reports. The duties include but are not limited to: plan development and preparation project cost estimation construction specifications preparation construction site inspections and documentation project documentation invoice review vendor submittal review map preparation geographical information systems (GIS) database development and maintenance plan review among others. This position shall also provide support during emergency operations related to hurricanes flooding and storm events.

General Description
Performs a variety of engineering tasks as an intern.
Works under general supervision independently developing work methods and sequences.

Minimum Education and Experience Requirements
Requires a Bachelors degree from an accredited college or university with major coursework in an engineering field related to the area of assignment.

Special Certifications and Licenses
EngineerinTraining (EIT) certification may be required based on area of assignment.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Provides engineering support in the design and review of a wide variety of engineering projects.

Collects and processes engineering related data; prepares project scope of work schedule and design; performs geographical information system (GIS) analysis produces maps and maintains geodatabases.

Reviews application packages for new projects and modifications to existing sites which include engineering construction plans calculations surveys geotechnical reports and legal documentation against County and State codes.

Prepares technical review comments and requests additional information from engineers and property owners for revisions to calculations and plans; prepares technical reports with project specific information license conditions engineering data and calculation summaries.

Reviews engineering construction certifications and surveyed plans for compliance with County and State codes; performs site inspections for construction compliance and identify deficiencies in inspection reports.

Communicates with developers attorneys engineers banks and the general public for the purpose of reviewing construction plans and specifications and the issuance of permits; performs research to respond to queries and complaints.

Reviews permit applications and contractor licenses for accuracy and validity; upon determination that the information is accurate enters into the Countys database and construction permits are thereafter issued.

May review plans for compliance with County and Florida Department Of Transportation (FDOT) standards and specifications.

Performs related work as assigned.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Involves routine and frequent exposure to extreme heat and/or cold; wet or humid conditions.

Emergency Management Responsibilities
