As a Payroll Personnel Clerk II in the Oakland Finance Department you will be an integral member of the Finance Payroll Team and you will be key in performing the full range of payroll processing duties.

We are looking for someone who is:

  • Customer service oriented.You will assist City employees daily and work closely with City department staff and individual employees.
  • A strong relationship builder with excellent communication skills. You will be conveying payroll information to employees; therefore strong communication skills are crucial.
  • Organized and detailoriented. Due to a large volume of work with overlapping deadlines we are looking for someone with strong organizational skills and an eye for detail.
  • Able to work as part of a team or independently.You will be expected to work on projects that require collaboration with many different team members in your unit and other departments that will require you to use sound judgment and work independently at times.
  • Dependable and resultsdriven. You will be supporting payroll operations for many employees so you will need to work well under pressure and balance multiple tasks.

What you will typically be responsible for:

  • Perform the full range of payroll processing duties including online entry of time and attendance payroll adjustments enrollment of new employees and employee data changes for City departments and divisions.
  • Research and collect information in order to complete forms or reconcile data and proofread and check forms for accuracy completeness and compliance with departmental and City policies and regulations.
  • Provide employees with information regarding Civil Service Rules MOU provisions and related city policies and procedures.
  • Respond to inquiries from employees in regards to salary rates salary steps job titles and related information.
  • Maintain personnel files and time attendance reports.

Education

Equivalent to the completion of the twelfth grade.

  • Must pass a background investigation.

Desirable Qualifications
  • Municipal government and organization experience.
  • Experience with Oracle Ebusiness version R12 payroll system.
  • Experience with retroactive calculations.
  • Experience with effective document logging and filing.

  • Vacation: 2 weeks per year minimum with the ability to accrue more depending on public sector years of service
  • Retirement: CalPERS (California Public Employees Retirement System) with a pension formula of 2.5 @ 55 (for Classic CalPERS members) and 2 @ 62 for new CalPERS members. Classic Employees contribute 8 of pretax wages. The City of Oakland does not participate in Social Security
  • Health: The City of Oakland pays the full cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem Blue Shield United Health Care and other HMO and PPO plans.
  • Dental: Delta Dental full premium for employees and eligible dependents
  • Vision: VSP full premium for employees and eligible dependents
  • Sick leave: Employees accrue 12 days peryear.
  • Deferred Compensation: 457(b) pretax plan and an aftertax ROTH 401(k)plan
  • Other benefits include a Flexible Spending Account Wellness Program Employee Assistance Program Tuition Reimbursement Life Insurance up to $200k & Employee Training.
