Job Description
Toole Design Group in Silver Spring MD is looking to hire an experienced and talented fulltime Civil Engineering Group Manager. This is an opportunity to lead an existing team of talented and inspired engineers delivering roadway reconstruction trail design and multimodal projects that improve safety and the public realm throughout the MidAtlantic region. If you have proven experience successfully managing a diverse team to deliver highway or roadway projects from concept through final design on time and on budget while coordinating with clients and inspiring and mentoring your team to deliver great work we want to talk with YOU!

A Day in the Life of a Civil Engineering Group Manager
As a Civil Engineering Group Manager you will have a key role in the leadership of the Silver Spring Office of Toole Design. You will collaborate directly with the Regional Design Director by independently pursuing and managing projects from kickoff to construction. You will lead business development and project pursuits meet with clients and teaming partners assemble teams and prepare proposals.
You will manage our existing team of experienced engineers and will have the support of company practice leaders who will encourage your personal growth and assist with project quality control activities. You will be actively engaged in the hiring of staff to grow your team. Your leadership will create a productive and supportive environment for your staff fostering a culture of mentorship to support your team members.
You are at the forefront of brainstorming creative solutions for challenging projects and you enjoy ensuring deliverables are of the highest quality. You lead manage design and implement streetscape and site development projects that positively and directly affect our communities. You are adept at managing conversations between disciplines managing client relationships and delivering projects from concept to construction. Work Schedule for a Civil Engineering Group Manager
This fulltime position typically works a hybrid schedule with at least two to three days a week in the office. We also provide employees with the opportunity and necessary equipment to work from home 2 days per week. The Silver Spring office of Toole Design is our corporate headquarters. We are conveniently located just outside of Washington DC in downtown Silver Spring close to regional trails and networks and directly connected to onstreet bike infrastructure. Were two blocks from the Silver Spring Metrorail/MARC Station and bus depot. Our beautiful 8th floor suite offers stunning views of DC and surrounding Montgomery County. The office is easily accessed on foot by bicycle and via transit.
We are targeting a salary range of $135000 to $165000 for this position. Candidates with exceptional qualifications may fall into another pay range.

Qualifications of a Civil Engineering Group Manager:
- A Professional Engineering license in MD (other MidAtlantic states is a plus)
- A bachelors or masters degree in civil engineering
- At least 10 years of engineering experience developing construction documents preparing plans specifications and estimates for bidding
- At least 5 years serving in a project management role overseeing 5 or more complex projects through completion
- A desire to manage mentor and inspire staff
- A broad knowledge base in civil engineering with specific experience in roadway (or highway) grading drainage design geometric design 3D modeling and design of accessible public spaces
- Experience obtaining transportation and local agency permit documents for bid/advertisement
- General experience leading multidisciplinary teams coordinating utility and rightofway impacts street lighting traffic signal and landscape/hardscape layout
- Interest in multimodal and active transportation design
- General knowledge of project performance metrics and strategies for monitoring them
- Proficiency in Computer Automated Design (CADD)
- Experience managing engineering projects in the State of Maryland is a plus
- Experience preparing proposals and scope/fees
- Experience in business development including networking with colleagues and clients at public events industry organizations (e.g. ITE ASHE or ASCE) and agency organized events
