GENERAL DESCRIPTION:

The HCBS Policy Analyst serves as the policy analyst for Wyoming Medicaid Home and Community Based Services (HCBS) waiver programs and is responsible for ensuring the citizens of Wyoming maintain access to communitybased services as an alternative to institutional care through policy development and administration of the Comprehensive Supports and Community Choices Waiver programs.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Ensure regulatory compliance and the effective administration of Medicaid HCBS waivers that serve individuals with developmental disabilities and acquired brain injuries (Comprehensive and Supports Waivers) programs.
  • Ensure regulatory compliance and the effective administration of Medicaid HCBS waivers that serve individuals with agerelated supports and physical disabilities such as the Community Choices Waiver (CCW) program.
  • Draft federal waiver applications and amendments and submit required federal reporting related to HCBS 1915c and 1115 waiver programs.
  • Develop waiver applications necessary to obtain approval from the United States Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) and to secure Federal Financial Participation (FFP).
  • Accountable for the Divisions federal reporting obligations related to HCBS waiver programs. This includes but is not limited to the development and submission of timely and accurate CMS 372 costeffectiveness demonstration reports.
  • Effectively communicate and collaborate with colleagues within the HCBS Section throughout the Division of Healthcare Financing and Department of Health and with external community partners to assure the safe effective and efficient delivery of HCBS services.
  • Develop revise and manage Wyoming Medicaid Rules and HCBS Section processes for multiple HCBS waivers.
  • Research review and analyze national industry information data research trends policies and reports on HCBS programs to identify possible gaps in Wyomings service delivery system and identify possible solutions to the gaps.
  • Educate internal and external stakeholders on Division policies rules and practices.
  • Organize and analyze large amounts of data and information.
  • Other duties and projects as assigned to support the Section and Division objectives

Qualifications


PREFERENCES:

Preference will be given to candidates with a Bachelors Degree

MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (typically in Business)
Experience:
03 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
OR
Education & ExperienceSubstitution:
46 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
