    QUALIFICATIONS
    1. Bachelors Degree in Accounting or Business Administration Masters Degree preferred
    2. Three years experience in Finance Governmental or auditing within the past five years; school district accounting preferred
    3. One year in a supervisory accounting position or governmental accounting field within the past five years preferred
    4. Working knowledge of Uniform System of Financial Records (USFR) School Finance and Federal Compliance 2 CFR 200 preferred
    5. Working knowledge of Arizona Revised Statutes Title 15
    6. Knowledge skill and or experience in the implementation of Positive Behavior Intervention Supports (PBIS) strategies or be willing to receive training in those strategies
    7. Ability to obtain a valid Arizona IVP Fingerprint Clearance Card
    8. Such alternatives to the above required & preferred qualifications as the Superintendent/Designee may find appropriate and acceptable

    16. Perform all duties in accordance with Federal and State laws district procedures and Board policies including mandatory reporting procedures.

    PRIMARY DUTIES AND RESPONSIBILITIES
    1. Manage coordinate prioritize and schedule the daily financial and business operations of the department in compliance with federal state and district regulations policies and procedures.
    2. Oversee the district budgetary process and provide budgetary control financial reporting and financial data analyses.
    3. Develop the fiscal school year Annual School District Expenditure Budget.
    4. Prepare and ensure District Revenue and Expenditure Budgets Comprehensive Annual Financial Report and other federal state and private project/grant budgets reports and requirements related to the Districts Finance are met at statutory deadlines.
    5. Oversee the Annual Audit Requirements with the Districts external auditors to provide required fiscal guidance and support for compliance.
    6. Review assigned expenditure account codes and subapprove purchase requisitions.
    7. Review and approve expense vouchers and payroll vouchers for payment of goods and services received by and for the district.
    8. Monitor and approve adjusting journal entries to the general ledger.
    9. Perform monthly cash reconciliation with the county treasurer to ensure proper cash flow for the essential function of the position.
    10. Oversee all financial records for all external bank accounts and the County Treasurers receipts disbursements and reporting following the Uniform System of Financial Records (USFR).
    11. Ensure Governing Board federal and state regulations and timelines are met for compliance.
    12. Maintain compliance with the Uniform System of Financial Records (USFR) districtwide as prescribed by the Arizona Auditor Generals (AG) Office and the Arizona Department of Education (ADE).
    13. Assist procurement with all sealed bids/proposals of the District.
    14. Oversee Payroll and Benefits including supervising the preparation of biweekly payrolls employee insurance workers compensation unemployment risk management and retiree insurance.
    15. Oversee Fiscal Control Officer Accounts Payable/Receivable General Fixed assets federal and state programs and food and transportation liaison services.

    PHYSICAL DEMANDS

    While performing the duties of this job the employee is required to reach with hands and arms sit stand walk stoop and bend as necessary. The employee maylift carry push pull or otherwise move objects weighing a minimum of 10 pounds and could occasionally lift or move up to 20 pounds. The employee will read correspondence and computer screens and use the telephone.

    WORK ENVIRONMENT
    Indoor office environment. This position regularly works indoors. The noise level in the work environment is quiet to moderate and may become excessively noisy at times. Will have substantial contact with staff and the public.

    ORGANIZATIONAL RELATIONSHIPS
    The Business Office Manager reports to the Superintendent of Schools. The Business Office Manager will supervise and evaluate all Business Office staff and will interact cooperatively with all other staff positions. All elements of good human relations will be practiced.

    TERMS OF EMPLOYMENT
    STARTING SALARY: $60000 annual
    WORK YEAR: 12 Month Contract
    EXEMPTION STATUS: Exempt
