The Lincoln Institute of Land Policy is an independent nonpartisan organization whose mission is to help solve global economic social and environmental challenges to improve the quality of life through creative approaches to the use taxation and stewardship of land. For over 29 years the Institute has had a major presence in Latin America and the Caribbean (LAC) especially on matters related to land markets landbased finances informality property tax and largescale urban projects. More recently the Institutes scope of work in LAC has begun to include climate action and resilience accessible and affordable housing as well as land and water policy. The LAC program has been and strives to remain a major source of innovative research and education in the region on a range of land policy and management issues and themes including urban economics informal land markets and housing land value capture property taxation and geospatial technologies. The Institutes work and impact in LAC have been leveraged by the creation deployment and active maintenance of a broad network of academics practitioners and experts in urban economics planning climate and housing among other disciplines.
The Institute seeks an Executive Director to lead and further develop its Latin America and Caribbean programming. Broadly you will be expected to maintain both the continuity in current LAC programming and commitments as well as build a new vision for its presence and impact in the region. A new vision would include a careful assessment of and plan to leverage LACs historical assets and contributions as well as plans for the creation of one or more centers that could manage and oversee the Lincoln Institutes work in and for the region. As the Executive Director you will work closely with the Institutes Chief Program Officer to lead existing efforts and propose innovative approaches to working in the region.
This is a fulltime fullybenefits eligible position 37.5 hours/week) reporting to the Chief Programs Officer. This position is a hybrid position with approximately two 2 days weekly in the office. Most of our staff utilize a fourday work week and you would be welcome to that work arrangement as well. We prefer you to be based out of our Cambridge MA office but also have locations in Washington DC and Phoenix AZ. This position will require a substantial portion of travel.
Doctorate Juris Doctorate or graduate degree in related field.
Expertlevel subject matter expertise on land policy and land market issues in Latin America and the Caribbean.
15 years of academic or industry experience working with municipal governments and other state entities in any of the thematic areas of our work.
Demonstrated business acumen and experience addressing strategic and operational issues when managing initiatives complex projects and teams.
Demonstrated ability and interest in teaching policymakers their advisors and staff.
Demonstrated ability and interest to initiate and negotiate collaborative work with relevant institutions working in and for the region.
Fluency in Spanish and English required proficiency in Portuguese desired.
Management experience and extensive history leading project teams to successful completion of work
Excellent critical thinking/critical thinking skills and ability to develop new/creative approaches to difficult issues.
Superior communication relationshipbuilding and presentation skills
Successful record brings rigor and best practices in the development of academic and technical work products.
Professional demeanor and positive collegial and collaborative leadership skills for multidisciplinary programs
Taskoriented work ethic responsiveness to deadlines and a commonsense approach to moving projects and agendas forward.
