GENERAL DESCRIPTION:


The position operates under the Public Health Preparedness and Response (PHPR) Manager to enhance the states capability to prepare for and respond to public health emergencies including disease outbreaks and disasters. Key responsibilities include coordinating professional development for emergency preparedness personnel managing performance data overseeing the Response Planning Programwhich involves developing and reviewing emergency response plansand supervising two employees. The role may include serving as the deputy manager for the State Health Response Coordination Center (SHRCC) and assisting in the creation of systems for effectively managing disasters and medical emergencies. This position may act as a backup to the PHPR Unit Manager.

  • Review coordinate write and guide the development of Public Health Preparedness and Response Unit (PHPR) emergency response plans procedures and annexes for responding to public health and medical emergencies.
  • Contribute to PHPR Performance Management and Quality Improvement
  • Increase the states ability to prepare for and respond to public health emergencies including disease outbreaks natural disasters manmade incidents and events.
  • Ensure that all public health emergency preparedness plans are functional during emergencies or disasters and comply with federal public health emergency management guidelines.
  • Manage direct and develop personnel in public health preparedness and response disciplines as outlined in the Public Health Emergency Preparedness and Response Capabilities: National Standards for State Local Tribal and Territorial Public Health.
  • This position requires a high level of technical knowledge of state and federal emergency preparedness systems and resources which are essential for public health emergency planning and response. Candidates should possess advanced expertise in public health emergency operations preparedness and communications as well as familiarity with NIMS ICS agency and program procedures and protocols.
  • It is crucial to maintain a professional attitude and composure during highstress situations such as disasters or widespread medical crises. Skills in performance measurement and the development of strategies that align with program objectives and project coordination are also necessary.
  • Candidates should have advanced skills in delivering effective public presentations utilizing various software programs and engaging in emergency preparedness planning. A comprehensive understanding of current issues and trends in public health responder health environmental health CBRNE and responses to terrorism and natural disasters is essential.
  • Strong skills in planning implementing and evaluating multidimensional projects are required along with the capability to develop technical curricula and training materials for various levels of healthcare and medical professionals.
  • Effective communication both written and spoken is vital for preparing and delivering professional presentations establishing and maintaining effective working relationships and functioning successfully in highstress emergency environments.
  • Lastly advanced knowledge of emergency principles continuity and contingency planning logistical strategic and tactical management and public health principles is expected.

Qualifications


PREFERENCES:


No degree is required. However a bachelors degree in Disaster/Emergency Management Public Health Information Technology Communications Public Administration or a related field along with eight to ten years of relevant work experience is preferred. A masters degree is also preferred.

Extensive experience plus technical training may be considered equivalent to a degree. Complete certification training in the following FEMA courses: ICS 100; ICS 200; ICS 300; ICS 400; IS 700; IS 800; and IS 800b.

Bachelors Degree
Experience:
13 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Analyst

OR
Education & ExperienceSubstitution:
47 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Analyst
