We are currently recruiting for a Manager to lead our new remedies design unit sitting in the Regulatory Reform and Remedies Department in our Competition directorate. We are looking for candidates with experience in managing economic analysis with a background in economics or alternative analytical discipline.
You will lead a pioneering new remedy design unit one of the first of its kind in UK regulation. In its first year the unit has advanced FCA thinking on how best to use the outcomesbased Consumer Duty in policymaking and provided the competition thinking behind regulating new products and markets such as cryptoassets new types of financial advice/guidance (through the Advice Guidance Boundary Review) and a new type of trading platform (PISCES).
In the coming year the unit will be engaging in complex market design through competition and evidential analysis for the Open Banking long term regulatory framework and Open Finance. The unit will also continue to achieve impact through bringing advanced evidenceled and foundational thinking to how the FCA intervenes in UK financial services embedding the latest competition thinking into wider policymaking as well as drawing on cutting edge practitioner and academic evidence in public policy.
The unit is multidisciplinary with economist and noneconomist team members and draws synergies from sitting alongside another team in the department responsible for embedding growth and competitiveness in the FCA.
What will you be doing
In this role you will:
Lead the remedies team and programme of work working alongside your Head of Department to implement the vision for the function
Ensure high quality delivery on time and to budget of valueadd analysis and insight that shapes FCA rulemaking market study remedies and other interventions
Developing the technical capacity and competencies of the remedies function including recruiting developing and training coaching and managing team members as well as keeping your own technical knowledge and competencies updated and sharing knowledge more widely
Establish strong working relationships with peers and HoDs in Competition and Policy (MAP) departments with strong influencing skills to ensure the teams work has maximum impact
Manage matrix working teams across departments and divisions being able to articulate clear divisions of responsibilities ways of working and ensure delivery in these environments
Managing the operations of the team including risk budget items and process efficiency as appropriate

Minimum
Experience of working as an economist including at a regulator government department and consultancy or alternative analytical background
Applied experience in policymaking including at a regulator or government department
Exposure to competition policy law and/or economics and assessing competition in different markets
Essential
Experience in managing delivery of complex economics and analytical projects with crossdivisional and multidisciplinary matrix working maintaining both pace and quality. Demonstrated ability in planning prioritising and resourcing projects and juggling the teams workload
Experience of people management particularly in multidisciplinary teams with both economists and noneconomists. You will have experience of effective delegation in teams with mixed skillsets as well as in assessing skills gaps and building teamwide development plans. You will have experience of building coaching and managing high performing teams
Excellent judgement under ambiguity. Experience of prioritising well and continuously since you will need to make timely judgements about impact and feasibility as requests for support arrive. Demonstrated ability to identify the most important issues from a wide range of information and rightsize the team support to help solve it. Spot common themes across sectors and policy projects
Strong conceptual and innovative thinking. Experience of facilitating collective and creative teambased problemsolving. Identify when you and the team need to draw on additional technical expertise. Articulate outcomes and ways to achieve these based on the team vision set with the Head of Department
Significant influencing and consensus building experience. You will build links within Competition as well as into Policy (MAP) departments and beyond ensuring the teams capability is well understood and the teams work is incorporated into ultimate decisionmaking
Compelling drafting and presenting skills for senior audiences including explaining complex issues well to both specialist and nonspecialist audiences
Demonstrate a real growth mindset as this role supports teams on the most difficult policy questions of the day across retail wholesale and crosscutting issues. Build own network and support others to identify effective coping techniques
