Anson County Building InspectionChief Building InspectorSalary Grade: 72 Hiring Range $54805 $95062Compensation commensurate with experience.


General Description of Duties

The Chief Building Inspector is responsible for ensuring that all construction activities within Anson County comply with applicable state and local Building Mechanical Plumbing and Electrical codes. This role serves as a technical and supervisory leader by reviewing plans performing field inspections enforcing code compliance and mentoring junior inspectors. The ideal candidate will bring extensive inspection experience strong technical acumen and proven leadership skills to ensure public safety and support codecompliant growth.


Applicants must prequalify with NC DOI per 11 NCAC 08 .0711 and come into the role with Standard Level II certifications in Building Mechanical Plumbing and Electrical with the ability to obtain Standard Level III certifications in all trades within 3 years of hire.


Duties and Responsibilities

Inspections & Permitting:
  • Conduct onsite inspections and reinspections of new altered and existing residential commercial and public properties to ensure compliance with Building Mechanical Plumbing and Electrical codes.
  • Review plans specifications and blueprints for code adherence; issue permits certificates of occupancy and stopwork orders as needed.
    Issue permits certificates of occupancy and compliance certificates after thorough review and inspection.
  • Maintain detailed records of inspections violations and corrective actions.
  • Prepare and present inspection reports participate in plan review meetings and assist with legal actions including testifying in court cases.
  • Respond to citizen complaints and investigate zoning nuisance and code enforcement issues.

Supervisory & Technical Leadership:

  • Indepth understanding of local and state Building Mechanical Plumbing and Electrical codes.
  • Supervise mentor and coordinate the work of junior inspectors and permit technicians.
  • Supervise and coordinate inspection activities and ensure team compliance with established procedures and schedules.
  • Provide technical assistance and interpret code requirements to contractors property owners and stakeholders.
  • Serve as a liaison with contractors property owners architects engineers and other stakeholders to communicate requirements and resolve issues.
  • Maintain and review detailed inspection records and reports for accuracy.

Administrative Duties:

  • Develop and manage daily inspection schedules in coordination with contractors and property owners.
  • Personnel and budget management.

Additional Responsibilities:

  • Participate in ongoing training to maintain uptodate knowledge of codes standards and best practices.
  • Participate in special projects emergency responses and damage assessments following natural disasters.
  • Perform other related duties as required to support the Countys mission of safeguarding public health and safety.
  • Work under diverse environmental conditions with occasional evening weekend or emergency assignments.
  • Serve as the Floodplain Manager.


Required Knowledge Skills and Abilities:

  • Indepth understanding of local and state Building Mechanical Plumbing and Electrical codes.
  • Strong ability to read interpret and compare blueprints and technical documents against construction in progress.
  • Excellent verbal and written communication skills for interfacing with diverse stakeholders and for clear concise report preparation.
  • Proven leadership skills with the ability to supervise mentor and train inspection staff.
  • Proficiency with digital inspection tools plan review software and standard office applications.
  • Strong analytical problemsolving and decisionmaking abilities with a keen attention to detail.
  • Ability to work safely in diverse environments including construction sites and areas subject to varying weather and physical demands.


Requirements

Education & Experience:

  • High School Diploma or GED required; a Vocational/Trade Degree and/or Associates Degree in Construction Engineering or a related field is preferred.
  • A minimum of 5 years of building inspection or related construction experience including significant fieldwork and supervisory or leadlevel responsibilities.

Certifications:

  • Must come into the role with Level II Standard Certifications in Building Mechanical Plumbing and Electrical.
  • Ability to obtain Level III Standard Certifications in all trades within 3 years of hire is required.
  • Applicants must prequalify with the NC Department of Insurance per 11 NCAC 08 .0711 PreQualification Program meeting the education experience and other requirements outlined in Rules .0702 through .0707. PreQualifying Program information can be found at: possess a valid North Carolina drivers license with an acceptable driving record.

Work Environment

This is primarily a fieldbased role that requires mobility (walking climbing bending and lifting up to 50 pounds) and the ability to work in a range of outdoor conditions. Occasional evening weekend or emergency work may be required.
