DESCRIPTION
ALAMEDA COUNTY HEALTH
Alameda County Health is the local government agency that promotes and protects the health and wellbeing of all who live work learn and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access organize and deliver health care and services to people with MediCal and without insurance support resilient communities and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.
Alameda County Healths departments and programs focus on services and support that provide care for the whole person.
The Behavioral Health Department provides mental health and substance use services for people with MediCal and without insurance and supports people along their path to wellness recovery and resilience.
The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
The Public Health Department focuses on community and populationlevel health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.
Alameda County Health also provides services through Housing and Homelessness Services Emergency Medical Services Agency HealthPAC and Healthy Schools and Communities.
EMERGENCY MEDICAL SERVICES
As part of Alameda County Health the Emergency Medical Services Agency (EMS) works to ensure robust and timely access to ambulance services for all Alameda County residents and leads the agencys emergency preparedness and response work. We are EMTs paramedics doctors program administrators and paramedics in training.
Alameda County Health Emergency Medical Services Agency (AC Health EMS) is a District within Alameda County Health. We are recognized by theCalifornia Emergency Medical Services Authorityas a Local EMS Agency or LEMSA. LEMSAs throughout the state are responsible for planning implementing evaluating and regulating local EMS systems. Many of our responsibilities and the authority needed to carry our oversight role are derived from Division 2.5 of the California Health and Safety Code and related chapters of Title 22 of the California Code of Regulations.

The Alameda County Health EMS System is comprised of many stakeholders including dispatch centers first responder agencies ambulance providers hospitals and specialty centers for the emergency care of victims of major trauma stroke and certain serious heartconditions. The Alameda County Health EMSAgency coordinatesthe comprehensive emergency medical services system through its contracted and permitted provider organizations as well as through the development and implementation of policies and procedures for prehospital care.
The EMSAgency works closely with systemstakeholders as it seeks to continually improve patient care and service delivery through evidencebased policy and program development.
AC Health EMS promotes health equity through itsInjury Prevention Programas well as itsEMS CorpsandHealth Pathway Partnershipprograms which help prepare young people in underserved communities for careers in health care.
THE POSITION:
Under the direction of the Director of Emergency Medical Services (EMS) or a subordinate manager positions in this classification facilitate the operations of the programs of the Emergency Medical Services District a division of Alameda County Health and the Local Emergency Medical Services Agency for Alameda County. Employees in this classification are responsible for helping to ensure the effective efficient and cohesive delivery of emergency medical services by all hospitals public safety agencies and private providers to the visitors and citizens of Alameda County.
THE VACANCIES
The current Emergency Medical Services Coordinator vacancies are located in Alameda County Health. However the eligiblelist resulting from this recruitment may be used to fill future vacancies inother program areas and departments.
THE IDEAL CANDIDATE
In addition to meeting theminimum qualifications below the ideal candidatewill havedemonstrated a track record of success andwill possess the followingcritical attributes:
- Ability to coordinate and monitor emergency medical care and services.
- Demonstrate strong leadership abilities effective teamwork and facilitation skills.
- Ensure compliance with all relevant Federal and State codes statutes and regulations as well as County protocols guidelines and contracts governing emergency providers of prehospital care trauma services and other specialties.
- Ability to provide oversight of 911 emergency medical services encompassing dispatch first responders prehospital providers hospitals specialty centers and the local trauma system.
- Possess a deep understanding of the roles and interrelationships of organizations within EMS systems particularly those similar to the Alameda County EMS system.
- Establish and maintain positive collaborative working relationships with EMS system stakeholders County staff and the public.
- Wellversed in EMS protocols and procedures ensuring that service delivery is aligned with best practices in patient care.
- Interpret and apply policies regulations and procedures ensuring full compliance with all applicable standards.
- Possess organizational skills with the ability to prioritize competing demands while maintaining consistent service excellence.
- Exercise sound independent judgment particularly in highpressure situations within the framework of established policies and guidelines.
MINIMUM QUALIFICATIONS
Experience:
The equivalent of three 3 years of fulltime progressively responsible experience performing duties that included program design planning implementation and/or evaluation in a health care organization focused on the provision of emergency medical services or in a 911 dispatch center that performs emergency medical dispatch.

EITHER I
License:
Possession of a current valid license as a Registered Nurse in the State of California
OR II
Possession of a current valid license as an EMTparamedic in the State of California.
OR III
Possession of a current valid certification as an EMTBasic in the State of California.
OR IV
Possession of a current valid EMD certification.
OR V
Possession of a current valid license as a Physicians Assistant in the State of California.
AND
Possession of a valid California Drivers license is required.
NOTE:The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
KNOWLEDGE AND SKILLS

- Strategically plan for preplanned and nonotice system needs.
- Facilitate multidiscipline meetings to include public agencies private entities and the public.
- Apply strategic planning principles to Emergency Medical Services.
EXAMINATION COMPONENTS
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS
- A review of applicants applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
- A review of candidates Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
- An oral interview which will be weighted as 100 of the candidates final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
