POSITION SUMMARY:
The Manager Patient Financial Services works under the direction of the Director Patient Financial Services. The Manager is responsible for the handson coordination and management of the daily operations of the Patient Financial Services Physician Billing Physician Coding and Financial Counseling Departments. The Manager is responsible for quality service and operations in an efficient and costeffective manner to ensure maximized reimbursement and patient satisfaction. The Manager is also responsible for carrying out assignments in a manner to assure success in financial management human resources management leadership quality and operational management objectives. The Manager participates in program development and unit performance improvement. The Manager consistently demonstrates the core values of Enloe Medical Center and serves as a role model to other employees.
The Manager:
- Participates in and contributes to the development and management of department budgets and productivity targets.
- Manages human resources utilization promotes employee satisfaction supports staff development and utilizes the progressive discipline process when appropriate.
- Leads employees supports organizational goals and decisions implements necessary changes and participates in strategic planning for service needs and resource utilization.
- Maintains and promotes quality service and best practice.
- Participates in quality improvement processes and assures implementation of regulatory standards.
- Continually evaluates departmental function and the delivery of patient service.
- Responsible for both staff and patient satisfaction as it relates to areas of responsibility.
- Keeps Director Sr Director and Administration informed regarding level of care/service being provided and level of patient and employee satisfaction.
- In conjunction with Director translates knowledge of professional and regulatory standards to policies practices and procedures and maintains for current changes.
- Research interdepartmental problems/issues and takes corrective action in timely manner and promotes respectful responsive communication between departments to promote patient centered care.
- Supervises staff in service areas. Guides staff in the adherence to applicable standards of care / practice and/or departmental / organizational expectations.
- Responsible for hospital and physician collections and aged receivables ensuring maximum reimbursement. Works with outside vendor(s) as appropriate.
- Works with Case Management to help facilitate timely discharge or transfer of patients in need of Financial Counseling or Insurance Eligibility assistance.
- Works with Insurance Verification and referring physicians offices to ensure proper authorization is in place for scheduled services at the hospital and outlying facilities.
- Participates on Service Recovery Team (SRT) providing billing compliance input as it relates to patients concerns delivery of care and reimbursement for such services.
- Works with Patient Access and Information Systems to ensure ongoing support of the Patient Portal and other Meaningful Use measures as they relate to Patient Financial Services.
- Works with Marketing to ensure ongoing accuracy of information provided to patients via the Hospitals website as they relate to Patient Financial Services.
- Works with HIM to ensure timely resolution of accounts discharged but not final billed (DNFB).
- Coordinates with external resources such as The County Social Security and Payer Liaisons to ensure timely and accurate resolution to patient hospital and physician accounts.
- Participates on and represents the department(s) on Committees where Patient Financial Services input is essential.
- Responsible for ongoing accuracy of the coding and charging system for accurate capture of physician services.
- Responsible for the of physician auditing program and provides assistance as needed to ensure charge and coding accuracy.
- Implement and monitor reconciliation process to ensure full revenue capture and reimbursement.
- Responsible to track any contractual obligations related to physician payment agreements.
- RVUs.
- Bonuses based on collections.
- Acts as a resource to other departments for education and information in area of expertise.
- Ensures all department goals are aligned with the organizations strategic goals and initiatives.
EDUCATION / TRAINING / EXPERIENCE:
Minimum:
- Five 5 years experience in a hospital business office setting or other revenue cycle setting
- Two 2 years supervisory or manager experience of revenue cycle processes including but not limited to accounts receivable management report generation financial analysis of revenue cycle trends resolution of denials charge capture work queue management financial counseling and/or insurance authorization and utilization
Desired:
- Two 2 years hospital supervision or management experience in California specifically
- One 1 year physician practice management experience
- Epic experience
LICENSES/CERTIFICATIONS:
Desired:
- Certified Patient Account Manager
- Seminars or workshop certifications in related patient account management topics
- Membership in a professional organization and attendance to conferences regarding management and supervision of employees.
SKILLS / KNOWLEDGE / ABILITIES:
Knowledge of regulatory requirements and quality improvement processes is necessary as well as the ability to successfully integrate these into practice for the assigned unit. Must have knowledge of or ability to learn financial management and reporting quality improvement processes and human resources management. Proficient in Microsoft Office Suite. Must be able to effectively monitor evaluate and administer the resources of their assigned area and make substantiated recommendations regarding resource allocation needs for future planning purposes. Must be able to communicate effectively in writing and verbally both oneonone and in groups. Must have the ability to lead motivate delegate analyze information and problem solve. Must demonstrate technical competence & professional judgment. Behavior should be reflective of Enloe Medical Center core values. Must be able to fulfill the essential functions of the position.
