Description

The Behavioral Health Manager (BHM) is a licensed clinician and provides overall leadership for the Behavioral Health Program. The BHM is responsible for implementing managing and expanding Integrated Behavioral Health services. This includes supervision of clinicians direct patient care administrative responsibilities and management of nonclinician staff.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  1. Supports and implements the organizations vision mission and values.
  2. Determines priorities and method of completing daily workload to ensure that all responsibilities are carried out in a timely manner.
  3. Supports and implements the organizations vision mission and values.
  4. Supervises personnel to include screening interviewing hiring disciplining and terminating. Guides directs disciplines coaches and motivates staff regarding work performance problem solving and decision making to ensure staff meet work standards. Conducts all aspects of supervision in a professional consistent and objective manner and to ensure clinical excellence.
  5. Performs all job functions in a professional and courteous manner. Conduct is customer service oriented professional and objective. This includes answering all phone calls and emails timely and providing excellent customer service to internal and external customers.
  6. Performs job duties independently and exercises good judgment.
  7. Develops and implements a comprehensive Integrated Behavioral Health Services (IBHS) program in accordance with HRSA grant guidelines.
  8. Aligns the program with GCHs mission strategic goals and quality improvement initiatives.
  9. Collaborates with the leadership team and stakeholders to ensure the programs success and integration within the existing care framework.
  10. Provides direct patient care as part of the Behavioral Health services care delivery team.
  11. Supervises and mentors clinicians and other healthcare professionals within the department.
  12. Oversees administrative tasks related to the program including budgeting reporting compliance and meeting grant requirements.
  13. Collaborates with HR to recruit hire and train new staff as needed.
  14. Develops and maintains necessary policies procedures and protocols.
  15. Identifies opportunities for growth and expansion of services within the community.
  16. Develops and implements strategies to ensure the programs sustainability and growth.
  17. Builds relationships with community partners stakeholders and funders to promote the programs objectives.
  18. Must be willing and able to work at all locations as needed to meet patient care needs and all business hours including occasional evenings and weekends as needed.
  19. Performs other duties as assigned.

Qualifications

JOB KNOWLEDGE AND SKILLS:

  1. Demonstrates required knowledge skills and education for job functions.

  2. Demonstrates exceptional leadership skills and a high level of emotional intelligence.

  3. Demonstrates broad knowledge of and competency in risk and compliance functions; demonstrates familiarity with healthcare laws regulations and standards. Knowledge of audit and investigative tools practices and methodologies; insurance plan requirements and regulations.

  4. Demonstrates understanding of business and general computer controls in the following areas: clinical accounting billing HR payroll credentialing risk management governance and other relevant applications/systems.

QUALIFICATIONS:

To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE:

  1. Masters or Doctoral degree in Social Work Psychology Counseling or a related field.
  2. Licensed to practice in the state of California.
  3. Minimum 5 years of experience in behavioral health with at least 3 years in a supervisory or management role. Experience in a federally qualified health center environment preferred.
  4. Experience with grantfunded projects preferred.
  5. Strong understanding of current behavioral health practices trends and regulations.
  6. Exceptional leadership communication and organizational skills.

LANGUAGE SKILLS:

Ability to read and interpret documents such as policies and procedures financial statements benefits information benefit surveys board minutes routine mail simple contracts and instruction manuals. Ability to compose routine reports and correspondence and speak effectively with employees visitors and management. Possession of excellent communication skills both oral and written. Ability to foster a cooperative work environment.

MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as discounts interest commissions proportions percentages and apply concepts of basic algebra and geometry.

REASONING ABILITY:

Ability to exercise common sense in carrying out instructions furnished in written oral or diagram form and in other daily situations that arise. Ability to deal with problems involving several concrete variables in standardized situations. Ability to make decisions and execute timely to produce a positive outcome.

OTHER SKILLS AND ABILITIES:

  1. Ability to properly diagnose and document according to the DSM IV TR.
  2. Demonstrates ability and flexibility to work in other areas of the organization as needed.
  3. Demonstrates required knowledge skills education for job functions.
  4. Able to organize and prioritize work with minimal supervision.
  5. Adjusts to changes in tasks and priorities. Seeks accepts and acts on feedback.
  6. Maintains and promotes a safe work environment.
  7. Demonstrates proficiency in documentation and clinical care delivery requirements.
  8. Communicates in an articulate manner the role of the department and its function to internal and external audiences.
  9. Demonstrates excellent communication skills both oral and written.
  10. Uses evidencebased analytical models and problem solving tools.
  11. Demonstrates proficiency in computer applications such as Microsoft Excel Power Point Word Outlook and other software.
  12. Displays positive outlook on the job and promotes professional behavior always.
  13. Interacts appropriately with diverse populations and different community groups. Sensitive to multicultural issues.
  14. Must have own automobile Valid California Driver License and active automobile insurance.

PHYSICAL DEMANDS:

While performing the duties of this job the employee is regularly required to use hands to finger handle or feel and reach with hands and arms. The employee frequently is required to stand walk and sit. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by the job include close vision color vision and ability to adjust focus.

WORK ENVIRONMENT:

The noise level in the work environment is often low. However there are many times when there is a high ambient background noise of phones and multiple conversations. Employee must be able to screen out background noise to concentrate on work at hand.
