The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Procurement Technician. This position is responsible for various administrative and business management functions within the Division of Business Services. This role assists the Business Administrator in developing and implementing policies related to MultiService Centers (MSCs) and fiscal services while adhering to the Arizona State Procurement Code. Key responsibilities include consulting on administrative issues directing accounting and bookkeeping operations preparing financial statements and reports managing purchasing functions and overseeing the Arizona Procurement Portal (APP). This includes vendor outreach training data entry reporting and technical assistance. The position operates within defined parameters with limited discretion.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meetings of expected performance.

Essential Duties and Responsibilities include but are not limited to:
Review purchase requests to clarify requirements and develop specifications.
Analyze research and compare products services quality and availability; make purchase recommendations based on findings.
Approve basic purchase orders within agency parameters; recommend offcontract purchases; negotiate returns and credits; expedite orders; schedule deliveries; and cancel or renegotiate orders.
Assist in training agency personnel on contract and agreement processes.
Interpret related rules policies and procedures and advise agency staff on the correct methods and processes.
Prepare standard contracts and agreements review contracts and agreements for compliance with requirements regulations and specifications.
Coordinate schedules arrange for and participate in public meetings research previous contracts and agreements.
Maintain records and required documentation of transactions.
May create and maintain various databases; update and monitor databases that track contracts and agreements.
Compile statistics and estimates for use in preparing reports.
Identify potential problems or conflicts and provide solutions or recommendations.
Answer questions or find information for agency staff the public contractors and vendors; investigate and resolve problems related to contract performance to ensure compliance.
Knowledge of:
Principles and practices of administration with special reference to state procurement code; organization fiscal management and budgetary control.
General accounting practices business law procurement practices processes and procedures.
A wide range of standard commodities and products sources of supply local markets and price trends and customer service.
Skills in:
Conducting research analyzing and reasoning contract review problem solving multitasking writing procedures and providing sound recommendations.
Personal computer and software applications including webbased applications.
Understanding and clarifying the language used in contracts and procurement while ensuring the confidentiality of purchasing and procurement information.
Ability to:
Interpret and apply agency and program rules and operating procedures; analyze and resolve complex problems.
Establish and maintain effective working relationships; perform difficult analytic work; use Google and Microsoft Office.
Apply sound critical judgment and make arithmetic calculations quickly and accurately; communicate effectively both verbally and in writing.
The ideal candidate for this position will have:
Three years of administrative experience equivalent to or above the Administrative Assistant 3 or Procurement Associate level related to analyzing purchasing accounting and/or data processing.
One year experience utilizing APP or webbased software. Bachelors degree in Public Administration or any related field. CPPO CPPB or CPM.
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
Successfully pass background and reference check; employment is contingent upon completion of the abovementioned process and the Agencys ability to reasonably accommodate any restrictions.
