Our Procurement division is seeking a dedicated Procurement Specialist to join our team. In this role you will provide essential operational support to the Procurement Manager and collaborate with various departments to facilitate the procurement of supplies equipment and services. Reporting directly to the Procurement Manager you will be an integral part of a close-knit four-person team.

We aim to fill this position by mid-July. The typical work schedule is Monday through Friday 8 a.m. to 5 p.m. based at our office located at 200 College St. in Downtown Asheville.

Purpose of the position:

The purpose of this position is to provide operational support to the Procurement Manager and assist other departments with procurement of supplies equipment and services.

Minimum Education Training and/or Experience (required at time of hire): High school diploma or GED including or supplemented by courses in business and office practices and at least two (2) years of experience in technical accounting purchasing or buying work; or an equivalent combination of experience and training.

License or Certification Required by Statute or Regulation: Certified Local Government Purchasing Officer (CLGPO)

designation through the Carolinas Association of Governmental Purchasing in association with the UNC School of Government must be obtained within three (3) years of appointment.

Essential Functions of the position:

  • Provide operational support and assist other departments with procurement of supplies equipment and services.
  • Perform procurement related accounting functions which may include bank statements auditing general ledger; perform account reconciliations and prepare related work sheets and schedules.
  • Participate in internal and external audits to ensure compliance with required county state federal or grant program procedures and requirements.
  • Receive authorizations for P-cards and issue P-cards to approved recipients along with instructions on P-card use; assist with issues and monitor use of P-cards.
  • Review and process contracts and purchase orders in the Countys financial software for daily distribution.
  • Assists new vendors with registration and answer questions vendors may have regarding rules for conducting business with the County.
  • Assist with rental car reservations and assign fuel cards for travel.
  • Assist in planning developing and effecting efficient purchasing methods.
  • Assist and allocate multi department purchase orders contracts and invoices for proper encumbrance and payment when necessary.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Responsible for special projects and research to support the execution of procurement of goods and services including in emergency/disaster situations.
  • Performs other related duties as assigned

Knowledge Skills Abilities:

  • Considerable knowledge of standard purchasing procedures and practices.
  • Possession of analytical skills
  • Ability to work through multiple tasks simultaneously and manages time efficiently.
  • Knowledge of computer and Microsoft Office software and the ability to operate a variety of software applications effectively and confidentially.
  • Ability to set priorities implement changes and organize.
  • Ability to communicate effectively both orally and in written form; ability to follow written and oral instructions.
