Job Duties
The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Contracts Compliance Manager with the Supply Chain Management Team.
This position plays a critical role in supporting Supply Chain Managements organizational objective of adding value to the Commonwealth through strategic IT solicitations and contracts that manage positive relationships with our customers and our IT suppliers.
This position will provide thought leadership to develop implement and manage a new contract compliance program within VITA SCM. The selected candidate will be responsible for the following tasks:
Lead contract template development and management for all areas within SCM to include Statewide sourcing Enterprise & Infrastructure sourcing and Contract risk management.
Spearhead standardization across various SCM teams develop a baseline of best practices and a repository of VITA standard positions for commonly negotiated terms and conditions.
Grow into and serve as the bridge for sharing of contracts related best practices between Enterprise & Infrastructure sourcing Statewide sourcing Contract risk management VITA internal procurement Office of Attorney General and other VITA stakeholders.
In collaboration with subject matter experts develop standard contract scoring frameworks for all SCM contract templates for use in competitive negotiations. Train various SCM personnel on scoring framework as needed. Communicate regarding updates to scoring framework to SCM Leadership as needed.
Engage with the supplier community and conduct market research to analyze market patterns and trends and maintain market currency of all SCM IT contract templates.
Engage with various stakeholders to manage and maintain contract templates & clause library in SCMs contract management system to include annual updates.
Serve as business owner for contract management system from a contracts template perspective.
Lead the effort in exploring automation and the potential use of artificial intelligence to support VITA SCMs contracts review scoring redlining and reconciliation process and overall contract development and management process.
Serve as the contract manager for Enterprise Agreements with large suppliers like Microsoft IBM AWS Adobe etc. In partnership with business owners lead the negotiation of these agreements periodically.
Maintain repository of VITA Enterprise Agreements and Enterprise enrollments.

Minimum Qualifications
Superior written and oral communication skills and the ability to communicate clearly and professionally with public bodies VITA stakeholders suppliers and the Office of the Attorney General (OAG) as well as to all organizational levels within VITA including Csuite and VITA Leadership team.
Working knowledge of and extensive experience in information technology sourcing & contracting.
Significant Experience in developing crafting and negotiating IT contracts.
Experience with various contract types and procurement methods.
Experience with translating technology changes into business impact and identification of potential opportunities for value.
Proven ability to negotiate complex agreements while identifying analyzing and resolving problems that arise.
Exceptional organizational project management and time management skills.
Ability to partner and collaborate effectively with colleagues (e.g. public bodies leadership stakeholders).
Ability to plan monitor gather and coordinate information and prioritize between multiple requirements objectives projects and tasks.
Deep knowledge and understanding of IT procurement and the contracting. Knowledge of IT contract concepts to include: software licensing hardware and equipment management leasing of assets Software as a service patents and copyrights intellectual property and IT contract law.
Ability to recognize and weigh risks in contact terms and conditions.
Expertise in interpreting and applying applicable policies and documenting contractual arrangements.
Ability to apply critical thinking skills to resolve complex problems.
Experience with contract management technology & automation of contract management and maintenance.
Additional Considerations
Experience in state or local government procurement.
Experience in Information Technology procurements and contracting.
Working knowledge of the Virginia Public Procurement Act (VPPA) and VITA policies guidelines and standards.
Experience in risk assessment management and mitigation is preferred.
Experience with new program development or program management.
