Job Summary:
The Culture Parks and Recreation Department (CPRD) Planner under supervision of the Planning & Capital Project Management Division Manager provides project management professional and technical expertise design planning associated with parks trails and natural areas and other departmental facilities coordinates projects with external consultants and internal City of Greeley partners. This position will support managing the capital improvement plan (CIP) and planning and design review related to park planning and trail development. The Planner is responsible for creating vibrant sustainable and functional spaces that align with community desires.
Experience Knowledge Skills:
Minimum Requirements
- Three 3 to five 5 years related experience in landscape architecture urban or park planning civil engineering construction management natural resources or related fields as well as a working knowledge of horticulture arboriculture and general park (landscape) and irrigation installation and maintenance principles and practices is required or equivalent combination of education and experience.
- Bachelors degree from an accredited college or university inlandscape architecture urban or park planning civil engineering construction management natural resources or closely related field.
- Project Management experience and skills are necessary. In addition a background in AutoCAD GIS and other design technology is vital for this role.
- Valid Colorado drivers license and good driving record (must be obtained within two months of employment).
Preferred
- Experience with project management software GIS and mapping CAD grant management conceptual and design review boards and knowledge of urban planning and development and local government policies and procedures.
Knowledge Skills and Abilities
- Knowledge of and ability to apply techniques and principles of landscape architecture and/or urban planning engineering and construction project management.
- Knowledge and experiences with inspections of parks trails open lands facilities and construction projects in progress.
- Ability to coordinate with contractors consultants and internal partners to complete capital improvement and construction projects in an effective fiscally responsible and timely fashion.
- Knowledge of and ability to apply ADA standards and requirements CPS guidelines and ASTM standards for playground facilities.
- Knowledge and experience with playground design playground safety standards and playground inspections.
- Knowledge of and ability to understand application and operation of computer aided drafting (CAD) and GIS systems to produce maps data analysis spreadsheets webbased file sharing and production systems and other related software and stateoftheart technology.
- Demonstrated skills and abilities to manage schedule budget supervise and communicate effectively both verbally and in writing.
- Strategic problemsolving skills with the ability to mitigate risks and provide innovative solutions.
- Excellent interpersonal skills for establishing and maintaining effective working relationships with staff representatives of other agencies and organizations contractors consultants stakeholders and the public. Includes facilitating and presenting to internal and external stakeholders as well as the public.
Essential Functions:
Financial Management
- Responsible for capital construction project management administering the activities of multiple concurrent projects negotiating schedules for design and construction coordinating project closeout and budget reconciliation preparing reports correspondence and official documents regarding project status progress and payments and administration duties and responsibilities for compliance with City and departmental policies.
- Working with the Division Manager and Purchasing Department negotiates and procures contracts; administers contracts with consultants service providers and/or contractors working on City projects and/or for oncall contracts.
- Prepares and/or monitors program and project budget and prepares budgets for bid packages. Authorizes project related payments.
- Practices prudent fiscal management to ensure allocated funds are effectively used. Monitors projects to keep expenditures within scope and budget limits.
- Provides professional and technical assistance in preparing applications for securing grants and supplemental funding. Researches identifies develops and responds to grant opportunities; administers grant funding reporting and closeout following grant award.
Project Management and Operations
- Assists in preparing project materials including requests for qualifications scope of work documents requests for proposals. Assists in coordinating and participating in the selection process.
- Assists with the review evaluation approval and coordination of plans and designs for compliance with landscape architecture park planning and trail development principles and City regulations codes and standards as well as federal state and county criteria; may prepare recommendations for approval or denial of submittals based on the Department and City plans.
- Performs construction administration and documentation reviews site development plans and produces technical compliance and master plan conformance. Inspects construction sites to monitor progress ensure quality control and conformance to plans specifications and construction and safety standards.
- Assists in coordinating with City of Greeley Communications & Engagement team facilitating community engagement and outreach developing project website materials
- Supports research and analysis related to policies and ordinances; assists in developing recommendations for modifications to or develops policies procedures or standards.
