POSITION: Forestry Technician III SR

SALARY: $24.60 to $28.52 per hour DOE

REPORTS TO: Supervisory Forestry Tech. III

LOCATION: Forestry OND Nespelem WA

Basic Functions: This is a NonExempt position. This is an advanced Journeyman level position that performs technical forest management work for the Confederated Tribes of the Colville Reservation. This is the highest grade level in this series classification individuals at this level desiring promotion to the next higher level (Supervisory Forestry Technician) will have to apply and compete for positions when they are advertised. An employee occupying a position at this grade level is responsible for assisting professional foresters the Supervisory Forestry Technician (or Supervisory Forester) or Forestry Technicians of an equal or higher grade level by performing a variety of technical forestry tasks requiring basic knowledge of forest biology related physical sciences Accounting/Purchasing procedures for payments records and filing contracts and the practical application of standard forestry methods and techniques. The PRIMARY Job Duties developing/processing activities related to Forest Development contracts of PCT Excavator Piling Cone Collection Stocking Surveys Planting Seedlings payments/vouchers cuff accounts and seasonal work in timber sale activities of sale administration on major timber sales including log scaling timber cruising and forest engineering assignments fire suppression. This class of work is characterized by a significantly greater degree of responsibility and contract authority than at the Forestry Technician I and II grade levels. The nature of work is also significantly more complex than the work assignments at the Forestry Technician II level. This greater degree of responsibility authority and complexity is exemplified by the value and nature of assigned projects. The Requirement to have the Experience Knowledge and Skill to apply existing or new forestry methods and techniques is extremely critical in this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education and Training:

  • Requires a: High school diploma or equivalent with some course work in mathematics and science (Biology Chemistry Physics etc). A strong math and science background is highly recommended. AND Three 3 years of experience and satisfactory performance (documented by performance appraisals) at the Forestry Technician II grade level (Including an approved Training Plan). Five 5 years experience and satisfactorily performance (documented by performance appraisals) at the Forestry Technician I level. AND Certification at the Single Resource position Prescribed Fire Burn Boss III level for Fire Management with at least two 2 fires or burns performed at this level. Documentation in the form of an Overhead Performance rating will be required to verify experience.

OR

  • A Forestry Technician degree or a twoyear Natural Resource Management degree from an accredited college or institution AND three 3 years of satisfactory experience at the Forestry Technician II grade level.

  • Demonstrated ability to supervise small groups of forestry technicians or seasonal help on assigned projects.
  • Possession of or the ability to obtain prior to hire a valid WA. State Drivers License. In addition employee must be insurable under the Tribes licensing requirements Pass the Govt. Driving Abstract Application GSA vehicles
  • Must be able to pass a Federal Security Background Investigation and maintain clearance throughout employment
  • Demonstrated ability to work with ArcGIS PRO software applications.
  • With the immediate supervisor will develop a training plan for professional and personal development.
  • Log Scaling certification as a Production Scaler in accordance with Colville Agency scaling policy requirements.
  • All assigned to Forest Development must possess and maintain a Public Pesticide Applicators License.

Knowledge Skills and Abilities:

  • Requires ability to work independently constantly & consistently on daily basis.
  • Requires knowledge of forest environment and Colville Indian Reservation.
  • Requires working knowledge of timber sale contracts and their requirements.
  • Requires working knowledge of the various Forest Development contracts and their requirements.
  • Requires working knowledge of the CCTs 208 Forest Practices/Water Quality Act (HPA/NERPA) and its requirements.
  • Requires knowledge of applicable Tribal and federal regulations as they pertain to forest management activities.
  • Requires knowledge of applicable Tribal and local federal policies as they pertain to employee.
  • Requires working knowledge of logging systems and road layout and construction as they relate to timber sales.
  • Requires knowledge/Skill in the use of tools and equipment specific to forestry operations.
  • Requires knowledge in the operation of various types of automotive equipment and the ability to operate fourwheel drive vehicles with manual transmissions.
  • Requires knowledge of all Silviculture prescriptions and there objectives for PCT Planting or Stocking Surveys.
  • Requires working knowledge of prescribed fire as a tool for meeting forest management objectives and site prep for Rx.
  • Requires knowledge of forest fire suppression techniques up to what would be expected of some one performing at the Strike Team/Task Force Leader level.
  • Requires the ability to identify all local species of trees and cones.
  • Requires the Ability to conduct various forest surveys and plots.
  • Requires the ability to perform moderate to heavy physical tasks in the outside environment under all types of weather and terrain conditions.
  • Requires the ability to make mathematical computations with speed and accuracy.
  • Requires the ability to keep routine written records with respect to contract files (completion reports logging progress reports etc).
  • Requires the ability to understand and carry out oral and written instructions and the ability to apply guidelines to varied and specific situations.
  • Requires the ability to effectively interact with other Departments and Sections while planning District projects.
  • Requires the ability to interact with Forest Development Contractors Timber Sale Purchasers Logging Contractors Subcontractors and their employees in a professional manner regarding contract matters.
  • Requires the ability to work flexible hours and overtime as needed to meet work assignments.
  • Requires working knowledge of CORE contracts including but not limited to precommercial thinning tree planting small commercial timber sales major timber sale contracts etc.
  • Requires familiarity and working knowledge of all computer softwares spreadsheets Excel data base ARCGIS PRO.

Note: Pursuant to Tribal Policy if this position is safety sensitive it is subject to preemployment drug testing. In addition this position is subject to reasonable suspicion and postaccident drug testing.

TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.

If required of this position you must possess and maintain a valid Washington State drivers license and be eligible for the Tribes Vehicle Insurance. In addition this position may be subject to preemployment background clearances. If applicable these clearances must be maintained throughout employment.
