This position is assigned to the Office of the Chief Clerk of the Supreme Court of Hawaii. The Office of the Chief Clerk is responsible to maintain court administrative and fiscal records for the Courts of Appeal (Supreme Court and Intermediate Court of Appeals (ICA). This includes all cases on appeal from the various state court jurisdictions federal district court and other state and county government agencies. This statewide program is responsible for receiving and distributing court documents for the Courts of Appeal as well as being the depository for all appointments of justices and judges rules of procedure and the administering of the bar examination as well as all functions associated to the Hawaii Board of Examiners.
This is a nonsupervisory position that independently receives and reviews paper and electronically filed (eFiled) court documents which require substantive examination for the full range and variety of case types. Cases have a greater number of parties involved in the actions. In addition the position requires the knowledge skills and ability to understand and navigate the official appellate court records which reside in the Judiciary Information Management System (JIMS) have an understanding of the eFiling process via the Judiciary Electronic Filing Services System (JEFS) have extensive knowledge of legal forms and documents and the application of pertinent court rules and statutes to appellate cases. The position requires the ability to effectively deal with the public providing assistance and information to licensed attorneys and their staff trial court staff and pro se litigants about requirements for electronic and conventional filing and performs other duties as required. The ability to maintain confidentiality is mandatory.
Education Requirement:Graduation from high school or equivalent. Excess experience of the type described below or work experience requiring the ability to read and comprehend and apply written directions or a high degree of verbal skills may be substituted for education on a yearforyear basis.
Specialized Experience:Three 3 years of responsible work experience in the preparation and/or processing of legal papers and documents used in court proceedings (for all levels at least 2 years of the Specialized Experience must have been comparable to the Judicial Clerk I level or higher).
The experience must have given the applicant the knowledge of the nature and purpose of legal papers and documents being handled and determining whether all the required information is present in acceptable form.
General Experience:Two 2 years of progressively responsible general clerical work experience which demonstrated the ability to read and comprehend and apply written directions.
Substitutions Allowed:
Substitution of Education for General Experience:
1 Successful completion of a oneyear clerical or business curriculum leading to a diploma certificate or other comparable degree from a business or technical school community college or other comparable institution above the high school level may be substituted for one 1 year of the General Experience.
2 Successful completion of a twoyear clerical or business curriculum leading to a diploma certificate or other comparable degree from a business or technical school community college or other comparable institution above the high school level may be substituted for two 2 years of the General Experience.
3 Study at an accredited college or university may be substituted on the basis of one academic year of study for one year of General Experience up to a maximum of two 2 years.
Substitution of Education for Specialized Experience:
1 Completion of a legal stenographer or legal secretary curriculum from a business or technical school community college or other comparable institution above the high school level may be substituted for one 1 year of the Specialized Experience.
2 Study at an accredited university or college in paralegal legal studies or law program may be substituted for Specialized Experience on a yearforyear basis up to a maximum of two 2 years.
3 Graduation from an accredited school of law with a Juris Doctor degree may be substituted for three 3 years of Specialized Experience. Applicants possessing this educational qualification are deemed to have met all of the requirements for the Court Documents Clerk III level.
