Position:Engineer 6 (Supervisor)

Agency:Coastal Protection and Restoration Authority(CPRA)

Division:Operations Baton Rouge

Office Location:150 Terrace Ave Baton Rouge LA 70802


Responsibilities:

  • Serves as the project task lead for multimilliondollar coastal restoration and flood protection projects
    1. Use of specialized technical engineering functions (Civil Structural Geotechnical Hydraulics etc.
    2. Manages budgets schedules invoicing and projections
    3. Provides regular updates to the Operations Chief and Assistant Administrator
  • Supervises and coordinates assignments of subordinate staff
  • Attends construction and project completion meetings
  • Inspects levees floodwalls pump stations and flood gates
  • Provides technical oversight to flood control entities to ensure goals are achieved as stated in the LetterofNoObjection for Levee Permits


Required Skills:

  • Extensive engineering experience
  • Ability to anticipate technical issues for which there may be very little precedent
  • Ability to balance economic environmental and social considerations of topics which may be very controversial


The maximum salary for the Engineer 6 position is $144560 annually. The Special Entrance Rate (SER) for the Engineer 6 position is $3316.00 biweekly.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A masters degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABETaccredited degree and prior to earning a professional engineers license (e.g. as an engineer intern applicant engineer intern or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.

Job Concepts

FUNCTION OF WORK:
Supervises the planning design construction inspection and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:
Supervisor.

SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over a staff of Engineers Engineering Technicians or others who assist in specific assignments.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of secondline supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Supervise and coordinate assignments of subordinate staff as well as attend construction and project completion meetings and inspections for levees floodwalls pump stations and floodgates. Ensure timely development and communication as needed of records of meetings inspections punch lists and resolutions. Provide design review technical assistance and oversight as needed for flood control projects construction projects and operations.

Facilitate proper coordination between personnel as well as contractors consultants USACE Coastal Levee Districts and other Flood Control entities during the development of documentation ensuring the design life and proper operations and maintenance of flood control systems.

Supervises personnel and provides technical oversight to the Coastal Levee Districts and other Flood Control Entities to ensure that they are achieving the objectives of the Inspection and Evaluation Program. Accumulates and applies broad working knowledge of the complex flood control and hurricane protection permitting and documentation issues and programs state and federal regulations proper record keeping agency policies etc. with CPRA staff the Levee Boards and other Flood Control Entities.

Reviews comments and performs engineering calculations and answers inquiries received from the general public consulting engineers government agencies etc. regarding projects for the design and construction of levees by private and/or government agencies.

Assists with Emergency Response Duties during a state declared emergency for CPRAs Operations Division.
