The Opportunity:

Pay Rate: $24/hour
Job Type: Temporary College Intern
Duration: Summer 2025 Starting in June 2025 12 weeks)
Hours: 3040 hours a week (maximum of 360 hours total)
Telework: Hybrid some inperson work and meetings are required

Internship Description & Responsibilities:
As the College to County Intern for this position you will assist with a range of projects and work in three interrelated areas 1 Public Records Requests (PRRs) 2 privacy and HIPAA and 3 Data Equity Governance and Strategies. Most importantly you will bring your knowledge and skills of decolonizing methods equity lens and intersectional approach to all of our work.
Some examples of what you will do in this internship:
Assist with Public Records Requests in the Health Department.
Assist with project management to track coordinate and fulfill each request.
Assist with communication and be a liaison between requesters and staff to fulfill each request.
Ensure we align with all statutes policies and best practices for public records and privacy (including HIPAA).
Codesign a Health Department Public Records Request website (that meets ADA best practices and supports translation work for the website).
Research best and evidence based practices and assist with Data Equity and Data Strategies for the Health Department.
Support and promote the use of decolonizing methods and intersectional approaches for data governance and strategies.
Review existing data governance and sharing policies so they align with and promote data equity.
Research and cocreate data governance and sharing policies that promote decolonizing approaches advance data equity and enhance intersectional approaches to data and data governance.
Research best and evidence based practices to help cocreate HIPAA and privacy trainings and inform policies and practices for the Health Department.
This includes codesigning (event planning and activities) for the 2026 privacy day and creating materials for the events and trainings.
Work with our Communications Department to codesign a Health Department HIPAA and privacy website (that meets ADA best practices and supports translation work for the website).

Please also have a project (or piece of a project) that can be supported by this internship. It should be focused on some aspects of health health policy and/or health care and be relevant to at least one of the three focus areas of this internship (Public Records Requests; Data Equity and Data Strategy; Privacy and HIPAA).
What does the Health Department Do
The Public Records Request & Privacy Manager is in the Health Department and is in the Health Directors Office. The Multnomah County Health Department works in partnership with our communities to promote and protect the health of all people in Multnomah County. Our work is carried out through:
Core public health programs
Communityoriented primary care services
Behavioral health systems coordination and care
Environmental health programs
Emergency medical services
Health services in jails
Medical examiner program
Communitybased health assessments and practice
Learning Outcomes:
As part of this internship some of the knowledge and skills you will learn and strengthen include:
Becoming familiar with Public Records management statutes and policies.
Becoming familiar with Data Equity Governance and Data Strategy policies processes and practices.
Becoming familiar with HIPAA and privacy issues and laws.
Gaining valuable applied experience and making connections in professional fields you are considering for career paths.
This includes subject matter in Public Records Request Data Equity Governance and Strategies HIPAA and privacy laws.
Strengthening your decolonizing racial equity and intersectional analysis in the service of public policy and data strategies.
Becoming familiar with skills for navigating and balancing multiple and competing priorities.
Receiving valuable mentorship and feedback on strengths and areas for improvement.
Education and Minimum Qualifications:
Candidates should be enrolled in a college/university academic institution (currently enrolled as an undergraduate or completed no more than two years of graduate school).
Candidates should demonstrate an ability to work both independently and as part of a team.
Ability to complete assignments and carry out oral and written instructions.
Some knowledge of and passion for learning about Data Equity Governance decolonizing methods and HIPAA.
Demonstrate a track record of advancing and championing racial equity and social justice Link to Multnomah County Equity and Empowerment Lens
Demonstrate self awareness (including awareness of dynamics of power and privilege) and willingness and ability to self reflect.
Ability to work productively and develop effective working relationships with diverse work groups partners and collaborators.
