Description of Job

The Work Unit

The Prevention Services Division (PSD)works with public and private partners across Colorado to improve the health
equity and wellbeing of all Coloradans. Division professionals develop review implement and evaluate public
health interventions proven to promote healthy living prevent chronic disease protect against injury and ensure
access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional
development collaborative effort and sustained wellness of its workforce.


The Fiscal Contracting Compliance and Operations Branch (FCCO)is within PSD. This branch provides support to all programs within the Division offering services that include fiscal management and oversight procurement and contracting development and oversight compliance monitoring and operations support. The branch provides divisionwide training forms policies and procedures for all of the Divisions business operations including all fiscal compliance and contracting workflow. The branch maintains access to all department systems and houses super users for department systems including Kronos CORE InfoAdvantage OnBase Financial Data Warehouse and more. The branch is responsible for producing financial records tracking internal and external expenditures for over 270 million dollars in State Federal and Private funds and for providing financial expertise for over 75 funding sources. The branch is also responsible for the preparation of over 1000 contracts and purchase orders per year. The division passes through or grants over 230 million dollars a year. The branch is also responsible for the compliance management of external funding. FCCO provides support for all division operations functions including the creation and management of division operations records administration organizational charts the PSD new employee orientation and more. Additionally the unit provides accounting services CORE functionality business technology services and payroll and timekeeping responsibilities for the branch. The branch is responsible for building maintaining and implementing all systems processes policies and procedures to support the functions listed above.


The Position

This position is a termlimited position through 2/28/2026. This position provides coverage and support to the FCCO Units during increased work volumes seasonal workload impacts staff vacancies and staff leaves. While supporting the Fiscal team the position may assist or facilitate budget setup/tracking reconciling creating instruction documents and training. The Operations Unit can request support to receive assistance tracking and submitting invoice payment requests processing invoice payments and encumbrance modifications in CORE and training. Other FCCO Units can request support from this position with meeting coordination compiling and routing contract packages updating a database assistance with Financial Risk Management System (FRMS) requests and Financial Risk Assessment Questionnaires (FRAQ) and pulling documents for monitoring reviews. This position is making decisions based upon the departments Procurement and Contracts Section contracts and procurement standards the departments Fiscal Procedures Manual the departments Internal Audits Financial Risk Assessment User Manual the Request for Application (RFA) process and FCCOs CORE processing Standard Operating Procedures (SOPs).

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

ExperienceOnly:Five 5 years of relevant experience in business data entry criminal justice training spreadsheet management invoice tracking budgeting analysis or closely related field.
OR
Education and Experience:A combination of related education graduation from an accredited college or university incriminal justice business administration finance accountingor closelyrelated field AND relevant experience in business data entry criminal justice training spreadsheet management invoice tracking budgeting analysis or closely related field equivalent to five 5 years.
