JOB SUMMARY:

The Director of Human Resources (DHR) will provide HR leadership across the Adult Rehabilitation Centers (ARC). The DHR will oversee the HR department ensuring alignment with organizational goals and fostering a positive work environment. This role requires both a strategic and tactical approach to HR functions including employee relations training recruitment compensation benefits compliance and risk management. The DHR will supervise field HR Regionals Specialists and Generalists to ensure effective HR operations and compliance across all centers.

ESSENTIAL JOB DUTIES:

Oversee all employee related functions in accordance with Salvation Army (TSA) procedures and individual state labor law requirements. Position ensures coordination of HR department functions including (but not limited to) employee relations staffing benefits payroll training onboarding risk management and employment related compliance ensuring that projects and activities are completed in a professional efficient and strictly confidential manner. Some travel is required.

  1. Strategic HR Leadership: Collaborate with the Director of Organizational Development to develop and implement HR strategies that align with organizational goals; serve as a strategic advisor on HRrelated matters to ensure the ARC mission of transforming lives is supported by effective HR practices.
  2. HR Department Oversight: Supervise the HR team to ensure efficient and effective HR operations; oversee employee relations activities to ensure fair and consistent application of policies and foster a positive work environment; manage staffing benefits payroll training onboarding risk management and compliance across all centers.
  3. Compliance and Risk Management: Ensure compliance with federal and state labor laws including US Dept of Labor CAL/OSHA and ADA regulations; develop and update HR policies and procedures in collaboration with key stakeholders; manage risk by overseeing employee relations and addressing any litigation claims.
  4. Training and Development: Provide training to officers and line managers on HRrelated matters including employee relations staffing benefits payroll and risk management; champion continuous learning and development initiatives to enhance employee engagement and performance.
  5. Performance Management and Employee Engagement: Oversee the performance evaluation process to ensure fair and consistent assessments; conduct employee engagement surveys to gather feedback and implement improvements; develop and maintain a positive employee relations environment.
  6. Budget and Financial Management: Support HR budget management including compensation training and development expenditures.
  7. Communication and Change Management: Develop and implement communication strategies to ensure transparency and positive employee outcomes; lead change management initiatives to support organizational growth and development.
  8. Travel: Conduct site visits to various ARC locations as needed; participate in center reviews and meetings with local HR staff.
  9. Other Duties: Perform additional duties as assigned to support organizational goals.

    QUALIFICATIONS:

    • Bachelors degree in human resources or a related field required.
    • Minimum of 5 years experience in HR with at least 3 years progressive experience managing HR operations and staff for a multisite organization.
    • Verifiable experience in staffing entrylevel positions in retail or thrift stores preferred.
    • Strong knowledge of multistate labor laws workers compensation health and welfare plans salary administration and employee benefits.
    • Professional HR certification (e.g. SHRMCP SHRMSCP PHR SPHR) strongly preferred.
    • Excellent communication leadership and organizational skills.
    • Ability to work independently and as part of a team.
    • Proficiency in Microsoft Office and HRIS systems. UKG payroll experience preferred.
    • Valid CA Driver License required.

      PHYSICAL REQUIREMENTS:

      • Ability to sit walk stand bend squat climb kneel and twist on an intermittent or sometimes continuous basis
      • Ability to grasp push pull objects such as files file cabinet drawers and reach overhead
      • Ability to participate in developed programs
      • Ability to lift up to 25 lbs. (usually file boxes)
      • Ability to operate a desktop or laptop computer.
