The Australian Submarine Agency (ASA) requires specialist ICT Project Managers to manage a diverse range of technical projects to support the nuclearpowered submarine (SSN) capability as part of AUKUS. The ICT Project Manager is responsible for contributing to the planning and implementation of projects including defining the scope and requirements developing policies plans and schedules managing the project s budget overseeing and planning resource allocation and work packages managing risks and issues and communicating formally and informally on the project s progress.

The Project Manager will oversee projects under limited direction. The Project Manager will be a highly organised dynamic outcome orientated individual with excellent communication skills who can think critically and utilise their excellent problem solving skills as well as undertake negotiations delegate effectively and make timely decisions.

The Project Manager will take full responsibility for the definition approach facilitation and satisfactory completion of medium to large scale ICT projects across the ACT SA VIC and WA.

The Project Manager will provide effective leadership to the project team adopt appropriate project management methods and tools manage the change control process and assess and manage risks.

The Project Manager will ensure that realistic project plans are maintained and deliver regular and accurate communication to stakeholders through the appropriate Project and Program boards The Project Manager must ensure that project deliverables are completed within agreed cost timescale and resource budgets and are formally accepted by appropriate stakeholders.




Requirements

Key duties and responsibilities

1. Lead complex ICT projects in the planning management and delivery of new capability and system enhancements.

2. Establish and maintain project planning artefacts in accordance with the endorsed project management methods and ensure their continued suitability to define control and manage all work associated with a project.

3. Undertake project risk management to identify analyse evaluate treat and review risks and issues.

4. Plan and manage phases of system development or enhancement including requirement analysis system design testing implementation and transition to operations.

5. Engage with stakeholders and manage and influence their requirements and expectations through the life of the project and support project governance bodies as necessary.

6. Achieve project deliverables in accordance with the approved project scope meeting quality standards and quality control measures.

7. Draft policies and technical documentation to support the relevant systems.

8. Codification and Transfer of knowledge relating to work activities undertaken under this contract to Commonwealth Officers.


Technical skills


Essential: 5 years experience as an ICT Project Manager including expertise in project and resource planning cost estimation managing project governance risk & issue management financial management knowledge of IT systems design and development processes . Capacity to deliver projects in complex resourceconstrained environments. Exceptional stakeholder engagement skills.


Criteria

Essential criteria

1. Financial management: Level 4 (SFIA)

Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process service project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decisionmaking.

2. Organisational change management: Level 5 (SFIA)

Develops the change management approach and a change management plan in collaboration with sponsors users and project teams. Creates and implements action plans to ensure everything is ready for the change before going live. Acquires change management resources and develops their capabilities to deliver the required changes. Gathers feedback to allow timely improvements to the change management plan and approach. Assesses risks and takes preventative action. Develops and communicates tailored change management plans for senior stakeholder groups. Provides guidance and makes suggestions to support change sponsors.

3. Project management: Level 5 (SFIA)

Takes full responsibility for the definition approach facilitation and satisfactory completion of mediumscale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost timescale and resource budgets and are formally accepted by appropriate stakeholders. Monitors costs times quality and resources used and takes action where performance deviates from agreed tolerances.

4. Requirements definition and management: Level 4 (SFIA)

Defines and manages scoping requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements baselines obtains formal agreement to requirements and ensures traceability to source.

5. Stakeholder relationship management: Level 5 (SFIA)

Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decisionmaking processes. Captures and disseminates technical and business information.


Desirable criteria

1. Performance management: Level 4 (SFIA)

Provides operational direction support and guidance to assigned colleagues. Allocates routine tasks or project work in line with team objectives and individual capabilities. Monitors quality and performance against agreed criteria to make learning recommendations or to escalate concerns. Coaches colleagues in developing target skills and capabilities in line with team and personal goals. Facilitates effective working relationships between team members.




Essential criteria 1. A track record of delivering technology products in large organisations 2. A demonstrated understanding of what makes for a great developer experience for external users 3. Experience leading multi-disciplinary teams that follow agile and user-centred design practices 4. Experience working on large Government transformation programs highly regarded Desirable criteria 1. Knowledge, experience of, and relationships with the agriculture technology industry 2. Delivery of technology to support regulatory decision-making processes 3. Experience delivering to the Australian Government Digital Service Standard
