POSITION TITLE: Early Childhood Financial Empowerment Services Coordinator

STATUS: Exempt FT GRADE: 4 SALARY: $45000$53000/yr

REPORTS TO: EARLY CHILDHOOD FINANCIAL SERVICES MANAGER

SUPERVISES: CCAP Specialists

SUMMARY Under the general supervision of management The Early Childhood Financial Empowerment Services Coordinator is responsible for monitoring the daily work activities of CCAP staff to ensure contract compliance. Review referrals for possible fraudulent cases determines and processes overpayments acts as liaison to IDHS ISBE IDVA DCFS and Community Partners. The Early Childhood Financial Empowerment Services Coordinator is responsible for the recruitment hiring and training of new hires and ongoing training for staff and assists in the development of program policies and procedures. The Early Childhood Financial Empowerment Services Coordinator provides support to the childcare providers clients and team members in the program. Ensures overall program requirements and recruitment and marketing strategies are in place to promote ongoing sustainability and growth of the programs.

COLLABORATES WITH: YWCA Programs DuPage Kane and Lake Counties DHS offices IDHS ISBE IDVA INCCRRA DCFS Community Partners Parents and Child Care Providers throughout the Chicagoland area. Coordinates with The Financial Services Director and Fiscal Services Coordinator to ensure program deliverables are met and program remains within budget

ESSENTIAL RESPONSIBILITIES:

Member Contact: Educate visitors about the YWCAs available services. Assist clients and providers with completion of required forms and assessments. Conduct member screening to evaluate need for immediate support and to facilitate referral and linkage to appropriate community services. Use appropriate judgment in upward communication regarding client or providers concerns. Ensures program notices monthly mailers and promotional materials are sent to providers in English and Spanish

Supervision: Supervise daily work of Early Childhood Financial Empowerment Services Staff for contract compliance with IDHS. Conduct monthly reviews of Eligibility Specialists casework including phone monitoring and staff output. Works with management staff to enhance and evaluate program development. Provide ongoing training and mentoring for staff. Provides ongoing database training new user setups and troubleshooting for internal staff and external providers on data systems.

Case Management: Review and follow through with IDHS and ISBE on referrals for possible fraudulent cases forgery/stolen warrant cases duplicate payment inquiries appeals and system overrides according to contractual requirements. Provide consultation information and resources over the telephone and in person to families seeking childcare assistance and childcare providers seeking education on healthy meal choices. Educate callers about Child Care Resources & Referral Tummy childcare options cost of childcare quality indicators etc. Conduct intake established by IDHS and ISBE gathering information about family income residency immigrant status family size etc. seek additional information from clients and providers as needed. Review Childcare Certificate documentation for accuracy and enter data for payment processing by IDHS. Reviews and problem solve using program data systems to identify provider and/or program issues and concerns. Outreach Responsibilities: Serve as resource to Department of Human Service local offices ISBE and provide training to their staff. Serve as liaison to IDHS IDVA DCFS & ISBE for possible fraud overpayments appeals and policy clarifications. Participate in state local and county collaborations and provide training and technical assistance as needed.

NONESSENTIAL RESPONSIBILITIES: Participate in administrative and program meetings as appropriate.

OTHER DUTIES AS ASSIGNED: Other duties outside of the responsibilities of the position may be assigned whether for a project special needs task or other assignment.

QUALIFICATIONS: A minimum threeyears experience in social services or early childhood programs with one year of supervisory experience is required. Effective verbal and written communication skills are necessary. The position requires excellent working knowledge of computers & computer software including Microsoft Word Excel Windows; Ability to input data in an accurate and timely manner; Knowledge of geographical area and community resources desired. Must be available to work some evening and weekend hours.

Professional Training Required: A minimum of fifteen 15 hours of professional training related to Early Childhood and/or to the responsibilities of the position is required annually. *Note: A bilingual Financial Services Coordinator who works with a foreign language speaking community must demonstrate cultural competency with that community and fluency in both English and the communitys language (oral and written).

EDUCATION REQUIRED: An Associates degree or a progress toward completion of a degree is preferred.

WORK ENVIRONMENT: The work environment includes offices. The noise level is usually moderate. Movement requirements include walking stooping or kneeling. There may be a need to reach or to lift objects such as packages or supplies. Communication needs include seeing hearing and speaking. While in the office there will be periods of sitting holding a telephone and using computers. WORK SCHEDULE: Monday Friday 8:00am4:00pm. This position may require work on some evenings and weekends. Schedule can vary depending on the needs of the agency.
