As part of the Maryland State Department of Education the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES
The Vocational Rehabilitation Specialist provides services to increase employment and advancement opportunities for individuals with disabilities. The Specialist assists consumers so that they may maintain prepare for and obtain gainful employment consistent with their interest skills capacities strengths resources priorities concerns abilities capabilities and informed choices. The Specialist position ensures the application of federal and state regulations and division policy completes initial interviews determines applicant eligibility for services determines the nature and scope of services necessary to address disability barriers addresses employment readiness and ensures identified services are provided and/or coordinated with various partners.
Position Duties Include:
- Responsible for performing all of the functions necessary tomanage a full caseload and to contribute to VR performance measures.
- Apply federal and state regulations and division policy in the provision of rehabilitation services within the federally mandated timelines.
- Utilizing professional knowledge of the vocational rehabilitation field process referrals conduct initial interviews and compile required documentation.
- Provide pertinent information to consumers regarding vocational rehabilitation and allied services such as assistive technology interpreter services job coaching supported employment services vocational training medical treatment mental health treatment higher education self employment and support services.
- Obtain and review consumer/family income documents to determine financial need and individual financial contribution toward services in accordance with policy.
- Authorize expenditure of case service funds consistent with agency state and federal policy and within assigned security limits.
- Provide comprehensive Labor Market Information to consumers to assist them in determining their longterm vocational/career goals.
- Actively participate in office and agency meetings workgroupsand committees to achieve agreed upon office regional and agency goals.
- Serve as a liaison and communicate regularly with community rehabilitation providers local school systems and Workforce partners with regard to employment related services for eligible individuals as well as preemployment services for students.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelors degree.
Experience: Two years of professional experience in a behavioral or social sciencerelated field or one year of professional experience as a Vocational Rehabilitation Specialist I providing rehabilitation counseling or vocational evaluation services to clients with physical or behavioral disabilities or teaching services to clients with partial or total visual impairment.
Note: A Masters Degree and one year of experience in a Behavioral or Social Sciencerelated field may be substituted for two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with providing career counseling and case management.
- Professional experience working with individuals with disabilities.
- Experience providing direct client or coordination services in a vocational rehabilitation or other related human services field.
SPECIAL REQUIREMENTS
Candidates must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
