Job Description

Roles and responsibilities


JASARA PMC is in search of a highly skilled Quantity Surveyor to join our team and contribute to the successful of our construction projects. As a Quantity Surveyor, you will be responsible for managing all financial aspects of projects, ensuring accuracy in cost reporting, compliance with regulations, and effective budget management. Your expertise will be crucial in guiding project teams and stakeholders toward achieving designated financial goals while upholding the highest standards of quality and efficiency.

Responsibilities

Prepare detailed and accurate cost estimates and budgets for various construction projects
Evaluate construction contracts and conduct risk assessments
Monitor project progress and costs, preparing necessary financial reports
Conduct site visits to assess project issues relating to costs and contracts
Manage procurement processes and negotiate contracts with suppliers and subcontractors
Ensure compliance with organizational policies, procedures, and legal regulations
Advise project teams on cost-saving strategies and value engineering initiatives
Cost Estimation and Budgeting
Prepare Cost Estimates: Estimate the costs of materials, labor, and equipment needed for the construction project based on initial plans and designs.
Budget Development: Develop and manage project budgets, ensuring that costs are controlled and the project is completed within the approved financial parameters.
Cost Control: Monitor and track the project’s spending to ensure that it aligns with the established budget, and recommend corrective actions if necessary.
Contract Management
Prepare Tender Documentation: Prepare and manage tender documents, including bills of quantities, specifications, and contracts. This involves collaborating with architects, engineers, and other stakeholders.
Tender Evaluation: Evaluate bids from contractors and suppliers, assessing their value, quality, and alignment with project requirements.
Negotiate Contracts: Negotiate terms and conditions with contractors and suppliers to ensure cost-effective procurement of goods and services.
Contract Administration: Manage contracts throughout the project lifecycle, ensuring that all parties meet their obligations and that changes are properly documented and agreed upon.


Desired candidate profile

Bachelor's degree in Quantity Surveying, Civil Engineering, or a related discipline
Minimum of 10 years of experience as a Quantity Surveyor in the construction industry
Strong background in cost estimation, contract administration, and project financial management
Proficient in relevant software such as Microsoft Excel, AutoCAD, and project management tools
Excellent analytical, organizational, and communication skills
Ability to work collaboratively in a team-oriented environment
Familiarity with local construction practices and regulations in Saudi Arabia is an asset
Procurement and Material Management
Procurement Strategy: Develop procurement strategies and identify the most cost-effective methods for obtaining materials and services.
Material Orders: Track and manage the ordering and delivery of construction materials, ensuring that the right quantities and types are available when needed.
Supply Chain Coordination: Liaise with suppliers and subcontractors to ensure the timely delivery of materials and services, avoiding project delays.
Cost Reporting and Documentation
Cost Reports: Provide regular cost reports to project stakeholders (e.g., clients, project managers, contractors) outlining the financial status of the project.
Variance Analysis: Analyze any discrepancies between estimated and actual costs, identifying reasons for overruns and recommending ways to mitigate them.
Final Accounts: Prepare final accounts upon project completion, ensuring that all costs are accounted for and that the project is closed out financially.
