The Program Manager (PM) designs plans and coordinates work teams.

Complete Description:
The Program Manager (PM) designs plans and coordinates work teams. Provides technical support to project team members. Handles complex application features and technical designs. Designs and implements the components required for complex application features. Generally manages a group of applications systems analysts. Relies on experience and judgment to plan and accomplish goals. Usually reports to a senior manager.

PM5
Includes all skills of a PM4. Experience with a specific government application. 11 or more years of experience. These consultants are recognized as top professionals in their chosen field and may be considered Guru subjectmatter experts in IT Professional Services. Individuals possess multiple years of experience and are extremely competent and will typically hold advanced education degrees or certifications such as a Microsoft Certified Programmer Certified Business Analyst Professional (CBAP) or Project Manager Professional (PMP). *These advanced degrees and certifications may substitute at the sole discretion of the State for experience at this skill set level and for this skill set level only. They have worked on multiple critical projects; have demonstrated the judgment to plan and accomplish goals; perform a variety of complicated tasks and may lead and direct the work of others. This expert may report directly to Director or CIO level management; a wide degree of creativity and latitude is expected.

• Involvement in prior medium to largescale data conversions / Required 10 Years
• Demonstrated ability to elicit document and understand business and technical requirements / Required 10 Years
• Experience preparing data flow diagrams system architecture mapping business process flow documentation / Required 10 Years
• Demonstrated strong communication skills across technical teams and business stakeholders/ Required 10 Years
• Proficient understanding of the software development lifecycle and related methodologies / Required 10 Years
• Experience testing systems against test cases and technical specifications analyzing and documenting results / Required 10 Years
• Experience preparing test cases and technical specifications / Required 10 Years
• Proficient in the use of MS Office MS Project MS Visio Jira (or equivalent) / Required 10 Years
• Demonstrated ability to facilitate productive meetings with technical teams and business stakeholders / Required 10 Years
• Working knowledge using SQL / Required 10 Years
• Involvement in milestone/stage gate sign off and approval ensuring technical and business readiness / Required 10 Years
• Experience partnering with vendor project teams and managing relationships / Required 10 Years
