Job Description

Responsibilities:

Provide project management for the COVaxON solution

Ensure project deliverables meet clients business requirements on time scope and budget with a focus on costeffectiveness efficiencies and compliance with OPS project management methodologies and frameworks

Interact with senior staff within the ministry and with external partners and manage relationships

Lead organizational development strategy development business planning and ministry funding requests.

Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan

Identify team members in various disciplines clarify roles and responsibilities and set task/ deliverable/performance expectations for resources that are both OPS unionized employees as well as Fee for Service (FFS) consultants

Resolve resourcing and interpersonal conflicts negotiate changes to resourcing ensure knowledge is shared among team members so that project objectives and deliverables are met

Develop complex project budgets based on multiple funding channels and crossministry dependencies

Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates forecasts and reconciliation/confirmation of actuals

Use ministry project management tools for recording and reporting project/program data

Participate in team meetings

Create/update Integrated Project Management Plan (IPP) adjust and update IPP as per change requests

Perform reviews of schedule variance analysis adjust leads and lags and revise schedule

Manage and monitor project progress critical path activities and report on slippage

Create overall project status and project progress reports for project executives and stakeholders

Identify and manage issues review issue status and produce issue logs

Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed

Articulate and prioritize issues and risks at senior executive levels and recommends mitigation strategies for decision makers

Review change requests and prepare change requests report to be reviewed by Change Control Board and adjust integrated project plan accordingly

Create and provide knowledge transfer documentation as part of the knowledge transfer plan

Participate in steering committee and stakeholder forums

Provide project program and/or portfolio reporting to multistakeholders at senior executive levels

Promote OPS I&IT standards and best practices for project management to facilitate control of system quality adherence to standard methodology and the control of the use of I&IT resources

Adopt and adhere to OPS Unified I&IT Project Methodology OPS/eHealth Ontario Gating process

Be a demonstrated team player with a track record for meeting deadlines.

Public Sector Experience:

Provides project management on large scale complex high profile and highrisk projects for Public Sector I&IT initiatives.

Ensures project deliverables meet clients business requirements on time scope and budget with a focus on costeffectiveness efficiencies and compliance with Public Sector project management methodologies and frameworks.


Project Management Skills and Experience:

10 years of experience in the following:

Project management experience leading and planning complex mission critical projects or initiatives involving business transformation and design development and implementation of IT Healthrelated solutions

Working with business analysts and system designers to define project scope and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs

Leading a team of business analysts designers developers and working with crossfunctional teams

Overseeing the development of agreedto solutions and implementation of those solutions including design test installation and monitoring of the new systems

Gathering and developing requirements in order to create and maintain a detailed project schedule timelines resource and integrated plan

Acting as the senior business/technical expert coordinating all aspects of a specific deliverable including the oversight of team members where appropriate

Applying business process transformation and reengineering concepts to promote business improvements through alternative cost effective service delivery approaches

Identifying articulating and prioritizing issues and risks at senior executive levels and recommending mitigation strategies for decision makers

Establishing and participating in working groups and stakeholder forums

Developing detailed project management documentation

Identifying conflicts and communicating deliverable conflicts or issues to the engagement lead or client manager

Proactively identifying managing and working with relevant parties on risk mitigation strategies to ensure commitments and deliverables are completed as per approvals and stakeholder expectations

Anticipating and resolving problems to ensure that the deliverables are completed on time and within budget to the highest quality meeting or exceeding expectations

Identifying and resolving project conflicts related to resources schedules cost etc.

Developing and/or supporting the development of training and communications material in support of large system implementation

Developing preparing reports and presentations including options recommendations implementation plans designs strategies and changemanagement options

Developing maintaining and regularly completing any reporting or dashboard tools required by project sponsors/clients

Presenting solutions in written or oral reports preparing documentation and presenting progress reports to clients

Providing project program and/or portfolio reporting to multistakeholders at management levels

Using appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects concept definition planning implementation and closeout

Building positive relationships by developing an understanding of business and deliverable needs

Developing mechanisms frameworks processes and procedures for implementing the deliverables as it relates to the project

Working with teams to apply the best practices in definition and design of application software hardware and network requirements

Project Management Professional (PMP) Designation

Deployment to meet the functional and nonfunctional requirements adhering to GOITS and Digital Health standards and internal branch standards and in some cases proposing amendments to those standards.


Technical Experience / Knowledge Areas:

10 years of experience with:

Knowledge and experience with designing eHealth solutions and business processes to meet Ontario s privacy legislation requirements

Demonstrated experience in working with clinicians and other health sector stakeholders to identify their business needs and translate them into concise and complete requirements under tight deadlines

Demonstrated experience with private and publicsector delivery partner capacity to deliver technology in a clinical setting

Knowledge and understanding of Information Management principles concepts policies and practices

Experience with integrated change control process

Experience with project management software such as MS Project Planview Jira and Confluence

Experience in applying business process transformation and reengineering concepts to promote business improvements through alternative cost effective service delivery approaches

Experience in managing projects using Agile and Waterfall project management methodologies for the analysis design development and implementation of applications in large complex environments

Experience with Digital Health Standards including HL7 FHIR.
