Short Description:

This position should have 25 years of work/manager experience in the IT field be able to support our legacy FuelTaCS application as well as be able to rewrite the legacy FuelTaCS application in C#.

Complete Description:

***The candidate must come in to pick up his or her equipment on the first day at own expense. A candidate must come in to drop off his or her equipment on the last day at own expense.

The primary purpose of this position in the Enforcement Section within the DMV Systems Unit is to provide software support to the North Carolina State Highway Patrol Motor Carrier Enforcement Section (NCSHP MCES) and the DMV License and Theft Bureau. The Fuel Tax Compliance System (FuelTaCS) provides NCSHP MCES personnel the ability to issue citations to commercial trucks that are in violation of NC General Statues. This application allows NCSHP Officers to wirelessly access pertinent information from their laptop located in the patrol car or from a local Weigh Station across the State of North Carolina. The application is used to assist in collecting outstanding taxes and penalties that are owed to the State of North Carolina. The License and Theft Bureau Motor Vehicle Inspection Law Enforcement System (MILES) allows DMV L&T personnel to oversee the Inspection Program for the citizens of North Carolina. The application tracks all inspections conducted at stations across the State by ensuring Technicians and Station Owners to follow the General Statues for inspecting cars to ensure they are safely on the road. With the proper inspections citizens are permitted to register their vehicles to operate on the roads in the State. This position also supports other DMV applications such as LECMS the Scrap Yard System Trip Permits CVIEW and Notice Storage & Theft.

Knowledge Skills and Abilities Recommended in this Position:

Thorough knowledge of the principles and techniques of software development including analysis design coding testing debugging implementation and documentation.

Experience in the following areas: .Net Development Frameworks (.Net Framework Windows Forms Programming Languages(C# C) Databases Version control XML extensive knowledge of ObjectOriented Analysis and Joint Application Development (JAD).

Demonstrated ability to effectively lead projects.

Demonstrated ability to support production applications.

Effective oral and written communication skills.
