Job Description

The Hawaii Emergency Management Agency (HIEMA) is seeking a dynamic and experienced Project Manager to oversee the administration of the FEMA Regional Preparedness Catastrophic Grant. This grant aims to enhance emergency management capabilities particularly in the distribution and utilization of local resources and commodities during disaster situations. The Project Manager will play a pivotal role in coordinating various activities including training exercises planning logistics and response and recovery efforts ensuring efficient utilization of grant resources and effective implementation of initiatives to bolster community resilience. Below are the details:
Job Title: Project Manager FEMA Regional Preparedness Catastrophic Grant
Client Name: Public Consulting Group
Duration: 3 Month contracttohire
Location: Honolulu HI or another Hawaii area.
Office location: Honolulu HI. Will visit the office once a month.

Key Responsibilities:

  1. Grant Administration:

    • Manage all aspects of the FEMA Regional Preparedness Catastrophic Grant including compliance with grant requirements budget management and reporting.
    • Develop and maintain strong relationships with FEMA representatives and other stakeholders to ensure alignment with grant objectives and foster collaboration.
  2. Project Coordination:

    • Oversee the implementation of grantfunded projects including training programs exercises planning initiatives and logistical operations.
    • Coordinate with internal and external partners to ensure seamless execution of project activities and adherence to timelines.
  3. Training and Exercises:

    • Plan organize and facilitate training sessions and exercises aimed at enhancing emergency management capabilities within the community.
    • Evaluate training and exercise outcomes to identify areas for improvement and refine future initiatives.
  4. Emergency Planning:

    • Collaborate with local agencies and community stakeholders to develop and update emergency response plans that leverage local resources and commodities effectively.
    • Ensure that emergency plans align with FEMA guidelines and best practices incorporating lessons learned from previous disasters.
  5. Commodity Logistics:

    • Develop and implement strategies for the efficient procurement storage and distribution of commodities necessary for emergency response and recovery efforts.
    • Maintain inventory management systems to track commodity levels and ensure readiness for deployment during emergencies.
  6. Emergency Response and Recovery:

    • Provide leadership and support during emergency response and recovery operations coordinating with relevant agencies and organizations to deploy resources and manage logistical challenges.
    • Participate in postevent debriefings and assessments to identify successes challenges and opportunities for improvement in emergency management practices.

Qualifications:

  • Bachelors degree in Emergency Management Public Administration or a related field (Masters degree preferred).
  • Minimum of 5 years of experience in emergency management project management or related roles with a proven track record of successful grant administration.
  • Strong understanding of FEMA regulations and guidelines related to emergency preparedness and response.
  • Excellent organizational and communication skills with the ability to collaborate effectively with diverse stakeholders.
  • Demonstrated leadership abilities with experience leading teams and managing complex projects.
  • Proficiency in data analysis and reporting with the ability to utilize technology to enhance project management processes.
  • Certification in Emergency Management (e.g. Certified Emergency Manager) is desirable.
