Note: This position requires onsite presence minimum three days in Oshawa office.
Hybrid 3 days on site at Oshawa location and 2 remote
** looking for someone who does not only have system related skills but also technical skills more of a technical analyst however still needs to understand business requirements and have understanding of QA.
MUST HAVE

Responsibilities:
- Provide senior technical expertise project leadership and coordination of activities in the development implementation and maintenance of a diverse range of cost effective I&IT solutions.
- Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency
General Skills:
- Provides specialized technical expertise in the overall analysis of the design and architecture of systems solutions.
- Ability to evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives Identifies short and longterm project goals/objectives and as a senior technical expert defines and identifies program and service delivery requirements in support of the development and/or acquisition of client applications
- Leads the analysis development and documentation of design and architecture of systems solutions.
- Leads the development of testing integration and implementation of systems solutions into the clients applications Guides the feasibility studies and cost effective analyses of proposed client I&IT initiatives ensures all studies and analyses are documented
- Leads the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC). This includes planning scheduling and estimating resources providing technical expertise coordination monitoring progress and providing management with project status updates
- Demonstrated experience gathering requirements translating business documents into technical specifications
- Experience leading development/support teams supporting multidimensional and relational databases and their applications for effective planning budgeting strategizing and forecasting procedures Demonstrated experience designing and developing complex applications utilizing relational and multidimensional databases
- Ability to provide implementation and post implementation support as required
- Oversees the research and evaluation of the technical components in the acquisition of software hardware technology systems and products
- Recommends and directs the measurement and improvement of tools techniques standards and performance criteria to control the quality of application development initiatives
Desirable Skills:
- Knowledge and experience with middleware and gateways
- Knowledge and understanding of Information Management principles concepts policies and practices
- Experience with development/maintenance of documentation as per Methodology
- Ability to gather review and provide feedback to business requirements

Analytical & Technical Skills: 60%
- Analytical and problemsolving skills required to assess business priorities and needs of business areas
- Evaluate business and technical design alternatives
- You can propose IT solutions which are cost effective and improve program/service delivery for business areas
- You can establish use cases and traceability matrices based on business requirements.
- Knowledge of theory and principles of systems design and development and related methods techniques and practices to provide leadership for the analysis and definition of business and information technology requirements design development testing and implementation of systems solutions

QA Testing: 30%
- Familiar with Quality Assurance Methodologies and Best Practices.
- Able to create Test Cases/Scripts from predefined user Requirements
- Ability to write test cases and test scenarios
- Testing using imaging and data capture solutions

- Resource must be able to communicate effectively and professionally with IT team members IT Partners Ministry Clients and vendors.
