The SS (IP/RAP) Specialist will be based in Manila Project Office with frequent travels to project sites as deemed necessary. The specialist is responsible for the following:

Ensure projects compliance with ADB SPS (2009) relevant Government regulations and other requirements as detailed in the approved social safeguard documents prepared for the project.

Lead the discussions with the implementing agencies local government agencies on the measures and actions for the preparation and progress of implementation of updated resettlement plans resettlement and indigenous people plans and resettlement and ethnic group development plans.

Lead oversee and work with national resettlement specialist to provide required assistance to the client on the implementation of safeguard documents and livelihood rehabilitation program.

Verify the impacts of the subprojects based on the detailed engineering design and the updated/final resettlement plans RIPPs REGDPs on the local ethnic minority and involuntary resettlement prior to implementation and prepare site verification reports.

Develop workplan and monitoring progress for RP/RIPPs/REGDPs implementations for the client.

Prepare and conduct the training program on social safeguards planning and implementation for the project to the client project implementing agencies and relevant government agencies.

Ensure and assist the client and relevant government agencies in information disclosure and meaningful consultations with affected households and communities.

Assist the client in finalizing the land acquisition and resettlement plan based on the final detailed engineering designs of the subproject following the requirements of ADB (SPS 2009) and other governments policies; and monitor the progress of preparation of the resettlement sites.

Conduct monitoring visits to the subproject sites to assess the compliance of land acquisition and resettlement plan implementation with the provisions of the agreed updated land acquisition and resettlement plan.

Assist the client in implementing monitoring reviewing and updating the capacitybuilding subcomponent.

Oversee and manage the experts involved in the development of AMISFRM.

Support the client in the tendering process for procurement of system development contractor survey contractors hardware and software components of the AMISFRM and surveys to be conducted for data preparation.

Monitor procurement and oversee contract management.

QUALIFICATIONS

Must have a masters degree in engineering or relevant field
Have at least 1015 years of relevant work/professional experience.
Experience in the Philippines or similar environment is a plus.
