2. OVERALL JOB PURPOSE:

Local Content Operations is responsible for the effective deployment of Local Content policy and procedures in all of Maadens procurement activity. Local Content has become a top priority for both the Kingdom of Saudi Arabia and for Maaden as one of the leading companies in the Kingdom and the champion for the national mining industry. New government direction driven by the Council of Ministers resolution 658 and the directive issued by the PIF on Local Content policy for all portfolio companies mean that Local Content is now a mandatory imperative for Maaden. This role is fundamental in addressing that imperative by ensuring that Maaden are fully compliant with the government directives and guidelines and also that these are effectively implemented for Maadens business. Procurement represents the single largest opportunity for Local Content improvement at Maaden and therefore this role is fundamental to improving Local Content performance in Maaden and meeting the targets of the organisation and the Kingdom in improving Local Content. In this role they will be responsible for ensuring that Local Content is effectively embedded across Maadens annual spend on goods and services of 19bn SAR and by including Local Content in procurement activities Maaden can drive improvement in the 2022 Local Content contribution of 6.7bn SAR.

Local Content operations will be responsible for the development maintenance and improvement of Maadens Local Content policy and procedures relating to Local Content in procurement. They will be responsible for developing maintaining and improving the documentation that is used to embed Local Content in the procurement process for example the documents that are included in tender packages to assess Local Content performance of bidders and the contract documents that capture the Local Content terms conditions and commitments that suppliers must adhere to in the execution of contracts. They will also be responsible for ensuring that these documents meet national laws standards and guidelines.

They will be responsible for working with the BU and central procurement teams throughout the procurement process to ensure that Local Content is embedded in the process in line with the defined policy and procedures. They will ensure that the right Local Content documentation is included in tender packages. They will be responsible for advising the procurement team on setting targets for Local Content in tenders. They will be responsible for briefing bidders on Local Content requirements and they will be responsible for responding to any Local Content queries throughout the tendering process.

Local Content operations will be responsible for evaluating the Local Content elements of tender responses and advising procurement how these evaluations should be included in technical and commercial evaluations. They will be responsible for setting and developing the rules for how these evaluations are completed.

They will work with procurement to monitor the performance of all contracts that include Local Content commitments. They will collect and analyse the Local Content performance of each supplier under the terms of their contracts. They will be responsible for reporting on this performance and identifying areas of concern and areas of opportunity. They will be responsible for conducting regular performance reviews with suppliers to analyse performance and they will work with underperforming suppliers to develop and deliver improvement plans.

They will be responsible for the long term development of the tools and systems to support the embedding of Local Content in procurement processes. Their responsibility is to improve compliance efficiency and the availability of data to manage performance through the development of automated tools

4. KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

    Core Leadership & Management Responsibilities and Accountabilities:

    • Lead the development maintenance and improvement of Maadens Local Content procurement policy and procedures and ensure alignment with national laws standards guidelines
    • Work with procurement to ensure the effective embedding of Local Content in procurement processes
    • Lead the support provided to procurement in conducting tendering including providing documentation targets answering tender queries and the evaluation of tender responses
    • Monitor and report supplier performance against contractual Local Content commitments
    • Identify areas of Local Content under performance and opportunity in the execution of contracts
    • Conduct regular performance reviews of contract performance with key suppliers and develop action plans to address areas of under performance and/or opportunities for Local Content performance improvement
    • Support the VP Local Content in the preparation of reports for senior leadership and external stakeholders

    Operational responsibilities:

    • Maintain Maadens Local Content procurement policy and procedures and the documents required to support procurement in embedding Local Content in procurement
    • Work with procurement to understand upcoming tendering activity and determine the support required from Local Content
    • Support procurement in the preparation of tender packages by providing the latest versions of the relevant Local Content documents and the targets specific to individual tenders
    • Provide bidder briefings on Local Content requirements as required
    • Respond to Local Content clarifications received during the tender process
    • Receive Local Content tender responses complete evaluation and provide procurement with the relevant advice to include the evaluation in technical and commercial evaluation
    • Liaise with procurement to provide Local Content input to negotiations and develop award recommendations where Local Content is a relevant factor
    • Working with procurement collect contract Local Content performance data
    • Monitor and report on Local Content performance to senior leadership and contract holders
    • Identify opportunity areas based on contract Local Content performance and work with the budget holder and procurement to address opportunities
    • Schedule prepare and conduct regular contract performance reviews with priority suppliers and where contract Local Content performance is an area of concern or opportunity
    • Monitor and direct action plans identified during supplier Local Content performance reviews

    SelfManagement Responsibilities and Accountabilities

    • Define performance goals at the start of the year in discussion with the VP Local Content
    • Support the VP Local Content in the monitoring of work quality escalating any operational issues in a timely manner
    • Keep abreast with professional developments new techniques and current issues through continued education and professional growth
    Individual Performance Plan and Individual Development Plan are developed as per the defined company timelines

      5. COMMUNICATIONS & WORKING RELATIONSHIPS:


      Internal:

      • Report to the VP Local Content
      • Work closely with the procurement teams in the BU and centrally to develop strong understanding of the policy and procedures to embed Local Content in procurement activity to plan Local Content in procurement activity and to ensure that Local Content policy and procedures are complied with in the execution of all procurement activties
      • Lead proper and periodical communication in order to maintain healthy working environment with the BU supply chain Affiliate and senior leadership teams across the organisation
      • Support the VP Local Content and coordinate / collaborate with other resources in the Local Content Department to resolve escalated operational issues and deliver efficient services
      • Coordinate internal relationships regarding operational issues

      External:

      • Lead meetings and other interactions with external stakeholders to ensure understanding of national laws policies requirements and guidelines and their implications for Maaden
      • Provide Local Content information and reports in response to requests from external stakeholders (examples may include LCGPA SIDF PIF etc.)
      • Work with suppliers to monitor and manage Local Content performance and commitments in the execution of contracts

      6. Job relevant information (BOUNDARIES & DECISIONMAKING AUTHORITY):


      • Local Content operations will support the VP Local Content to:
        • Set the framework and requirement for embedding Local Content in procurement processes and for the management of contract performance under the agreed Local Content terms
        • Ensure that procurement activity at Maaden is fully compliant with internal policy and procedure as well as compliant with national laws policy guidelines and requirements as they apply to Maaaden
        • Establish the structure and teams of specialist skills from across the business that will be required to support the management of Local Content contract performance
      • Participates in required training as assigned by the VP Local Content

      7. QUALIFICATIONS EXPERIENCE & SKILLS:


      Qualifications:

      • Bachelor degree in Business Administration Supply Chain or Engineering or equivalent level of education with at least 16 years experience
      • Relevant functional professional qualification or membership such as CIPS
      • Relevant project management qualification such as Prince2 or PMP
