Local Content Operations is responsible for the effective deployment of Local Content policy and procedures in all of Maadens procurement activity. Local Content has become a top priority for both the Kingdom of Saudi Arabia and for Maaden as one of the leading companies in the Kingdom and the champion for the national mining industry. New government direction driven by the Council of Ministers resolution 658 and the directive issued by the PIF on Local Content policy for all portfolio companies mean that Local Content is now a mandatory imperative for Maaden. This role is fundamental in addressing that imperative by ensuring that Maaden are fully compliant with the government directives and guidelines and also that these are effectively implemented for Maadens business. Procurement represents the single largest opportunity for Local Content improvement at Maaden and therefore this role is fundamental to improving Local Content performance in Maaden and meeting the targets of the organisation and the Kingdom in improving Local Content. In this role they will be responsible for ensuring that Local Content is effectively embedded across Maadens annual spend on goods and services of 19bn SAR and by including Local Content in procurement activities Maaden can drive improvement in the 2022 Local Content contribution of 6.7bn SAR.
Local Content operations will be responsible for the development maintenance and improvement of Maadens Local Content policy and procedures relating to Local Content in procurement. They will be responsible for developing maintaining and improving the documentation that is used to embed Local Content in the procurement process for example the documents that are included in tender packages to assess Local Content performance of bidders and the contract documents that capture the Local Content terms conditions and commitments that suppliers must adhere to in the execution of contracts. They will also be responsible for ensuring that these documents meet national laws standards and guidelines.
They will be responsible for working with the BU and central procurement teams throughout the procurement process to ensure that Local Content is embedded in the process in line with the defined policy and procedures. They will ensure that the right Local Content documentation is included in tender packages. They will be responsible for advising the procurement team on setting targets for Local Content in tenders. They will be responsible for briefing bidders on Local Content requirements and they will be responsible for responding to any Local Content queries throughout the tendering process.
Local Content operations will be responsible for evaluating the Local Content elements of tender responses and advising procurement how these evaluations should be included in technical and commercial evaluations. They will be responsible for setting and developing the rules for how these evaluations are completed.
They will work with procurement to monitor the performance of all contracts that include Local Content commitments. They will collect and analyse the Local Content performance of each supplier under the terms of their contracts. They will be responsible for reporting on this performance and identifying areas of concern and areas of opportunity. They will be responsible for conducting regular performance reviews with suppliers to analyse performance and they will work with underperforming suppliers to develop and deliver improvement plans.
They will be responsible for the long term development of the tools and systems to support the embedding of Local Content in procurement processes. Their responsibility is to improve compliance efficiency and the availability of data to manage performance through the development of automated tools
