Job Description

- Research and be able to interpret/apply offset guidelines and requirements for each country as applicable
- Analyze offset agreement terms and conditions
- Analyze execution risk and develop mitigation strategies
- Create clearance records and obtain all necessary approvals
- Review Proposal Plan of Actions (PPOAs) and distribute offset proposal input sheet
- Initiate offset estimates and provide offset cost proposals to Program Contracts
- Prepare, negotiate, execute, interpret and administer legally binding and complex offset agreements
- Exercise appropriate signature authority in negotiating and contracting offset agreements
- Represent the company in external negotiations with offset authorities
- Negotiate flow down agreements with major Government Furnished Equipment (GFE) suppliers
