The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.1. Description of Work. The coordinator shall provide all personnel labor supervision management and all other items and services necessary to provide for one (1) parttime Protestant Religious Education (RE) Coordinator for Mountain Home AFB Idaho. The Coordinator shall serve as a Chaplain Corps special resource person who provides program or support functions for the implementation of a comprehensive Protestant RE and Sacramental Preparation requirements for the pastoral care of Protestant personnel within the MHAFB community. All final decisions for the content of Protestant religious instruction belong to the Protestant Faith Group Lead Chaplain or designated Protestant Chaplain. All work shall be accomplished in accordance with this Job Description (JOB DESCRIPTION) all applicable federal state local laws regulations and commercial practices.

1.2. Contract Changes/Additional Work. At future dates the government reserves the right to incorporate add remove and/or modify quantities of work within the scope of this requirement. At times due to the nature of work it may be necessary to modify this requirement on an as needed basis. Additionally there may be a need for onetime requirements or special subcontracting opportunities in order to fulfill the requirement needs.

1.3. Hours of Operation. The coordinator shall be available between Monday through Friday 7:30 am to 4:30 pm (local) time (MST). These are the normal hours of operation. Federal Holidays shall not be counted as a business day.

1.3.1. Holidays. The coordinator may be required to provide normal services/work during federal holidays. Federal holidays are defined as follows:

New Years Day Juneteenth Veterans Day

Martin Luther Kings Birthday Independence Day (July 4th) Thanksgiving Day

Presidents Day Labor Day Christmas Day

Memorial Day Columbus Day

NOTE: Holidays occurring on Saturday will be observed the preceding Friday. Those occurring on Sunday will be observed the following Monday.

1.3.2. A coordinator may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved. The coordinator is not required to provide service during 366 FW Family days Down Days or when the installation is officially closed by the 366th Fighter Wing Commander.

2. REQUIREMENTS EDUCATION AND EXPERIENCE REQUIREMENTS

2.1. The Coordinator shall furnish a resume including verifiable academic workrelated references and at a minimum of two (2) years experience working in a Protestant RE position.

The Coordinator shall provide evidence of appropriate professional competence by means of academic certification for example a degree in religious education or its equivalent and experience in Protestant education. Documented evidence of the following shall have: two (2) years experience coordinating and/or teaching religious education.

3. ADDITIONAL PERFORMANCE REQUIREMENTS

3.1. Have an ability to work unsupervised in a fluid and sometimes stressful environment with staff parents and children.

3.2. Communicate effectively in English (both oral and written) and efficiently organize and manage diverse program elements.

3.3. Maintain professional standards of conduct and public decorum including but not limited to dress and grooming.

3.5. Constructively work with chapel staff and the public in a pluralistic environment.

3.6. Have a working knowledge of Personal Computer (PC) compatible hardware and software (especially Microsoft Word Microsoft Excel and PowerPoint). Applicant must adhere to computer security requirements and usage. Applicant must comply with copyright license reporting and copyright license identification procedures.

4. GENERAL RESPONSIBILITIES

4.1. The Coordinator shall establish coordinate and administer the Protestant parish ministry by establishing schedules and rosters for all parish organizations/programs.

4.2. The Coordinator shall notify the assigned Wing Chaplain or designee of any problems or issues that arise during the performance of this contract.

4.3. The Coordinator shall participate in the preparation for MAJCOM and Wing directed inspections.

4.4. The Coordinator shall post and maintain a regular schedule at a designated space for volunteer training and recruitment checking resource materials program publicity planning requesting funds for purchase and organization of supplies.

4.5. The Coordinator shall attend any Protestant meetings conducted by sponsoring Chaplain or designee. The Coordinator shall provide a monthly RE program report to the assigned Chaplain Sponsor.

4.6. The Coordinator shall submit names of volunteers in order to coordinate Installation Records Checks (IRCs) and program attendance to the Chapel Installation Records Check Primary Custodian

4.7. The Coordinator shall provide chapel facility and space usage requests annually for all Protestant RE programs NLT 1 September for the upcoming fiscal year to the assigned Chaplain Sponsor.

4.8. The Coordinator shall prepare RE correspondence budget requests weekly bulletin announcements Program notifications training workshops all meeting agendas and appreciation certificates volunteers and community members. The weekly bulletin shall be submitted to the designated Protestant Chaplain electronically for review NLT Thursdays of each week and printed copies in Chaplains mailbox located in resource office NLT Fridays of each week.

4.9. The Coordinator shall monitor the initial registration and maintain a list of primary and substitute RE teachers and volunteers. The Coordinator shall arrange for the volunteer substitutes as needed.

4.10. The Coordinator shall fill out and request supplies in support of Protestant RE Program 52 105 and the MHAFB Chapel OI. Upon receipt of supplies the Coordinator shall ensure that the Government cardholder (if purchased by Government Purchase Card (GPC)) receives a copy of the invoice and packing slip. If not purchased by GPC Cardholder coordinator shall file invoice and packing slip in their records up to one year.

4.11. The Coordinator shall make their own copies scans and faxes with the provided copier machine located in the Chapel. In the event this machine does not satisfy the publicity needs for an event the Coordinator will submit publicity reproduction needs by the suspense date established by the assigned designated Protestant Chaplain.

4.12. In the event the Coordinator desires publicity for Protestant RE programs the Coordinator shall prepare the publicity a minimum of two weeks prior to the desire implementation date. The Coordinator shall not submit publicity for publication without prior coordination with the designated Protestant Chaplain.

4.13. The Coordinator shall be responsible for clean up after programs and return used facility space to its original setup and condition.

4.14. The Coordinator shall decorate the designated Protestant program information board for seasonal themes calendars and upcoming activities as well as prepare a weekly bulletin to be submitted to the designated Protestant Chaplain NLT Thursdays and printed NLT Fridays.

4.15. The Coordinator shall administer a weekly RE program to include but not limited to Wednesday evenings and Sunday mornings for pre kindergarten through adult. Sunday morning responsibilities include childrens worship service programming during all Protestant services. The Coordinator shall be on the premises during RE classes at least 30 minutes prior to RE class start and remain until class is over and ensure the areas used are cleared returned to a neutral setting and secured. The Coordinator will provide substitutes when unable to meet this requirement.

4.16. The Coordinator will prepare for the upcoming Calander year by developing a specific RE ministry plan. This includes annual needs assessments consolidation budgeting program calendar submitting funds and facility requests procurement of RE materials requests recruiting/training/certification of volunteers and generating and submitting publicity. The RE ministry plan will be provided to the Wing Chaplain or designee no later than 1 September.

4.17. The Coordinator shall complete any required trainings to include Child Protection Safe Environment Fire Safety Information Assurance etc. provided through Computer Based Training (CBT)

4.18. The Coordinator shall maintain the Protestant RE office and storage rooms in a clean orderly and safe manner.

4.19. The Coordinator shall open and secure the chapel and other facilities used for RE activities as needed.

4.20. The Coordinator shall communicate with parents/sponsors concerning youth absences or disciplinary problems.

4.21. The Coordinator shall always maintain dress and appearance of a conservative nature and in good taste.

4.22. The Coordinator shall assist the Protestant programs in collaboration with Protestant Chaplains to conduct an annual survey as basis to assess the needs of the Protestant program that includes RE. The survey will be conducted NLT last Sunday of November of the current period of performance. The consolidated needs assessment will be submitted to the Wing Chaplain or Lead Protestant Chaplain NLT five days after the survey.

4.23. The Coordinator shall provide a written AfterAction Report (AAR) of the annual RE program (period covering all RE programs of each calendar year) to the assigned Chaplain Sponsor NLT 30 days after completion of the program.

4.24. The Coordinator shall submit monthly invoices to Wide Area Workflow as stated in the contract.

4.25. The Coordinator may be required to meet with Government personnel or the CO during the performance period of this Contract. Meetings will be as often as necessary thereafter as determined by the CO or designated Protestant Chaplain. The written minutes of all performance evaluation meetings will be prepared by the Government and given to the coordinator. Should the Coordinator nonconcur with the minutes; the Coordinator shall so state any areas of non concurrence in writing to Wing Chaplain or designee ten (10) calendar days of receipt of the signed minutes. The minutes shall be included in the Contract file.

5. WORK SCHEDULES

5.1. The hours worked shall not exceed twenty (20) hours per week a maximum of 80 hours per month. The Coordinator shall provide a proposed work schedule for the period of one month no later than the 1st of each month for the Chaplain Sponsors review and approval or disapproval. If disapproved the Coordinator shall submit a revised schedule no later than the 5th of the month.

5.2. The coordinator is required to give the chapel a twoweek notice of any extended period of absence. Extended period of absence is defined as an absence for more than three (3) consecutive days. The coordinator will provide a substitute to perform services during the absence pending the Protestant Chaplain or his designee and NCOIC of Chapel Operations approval.

5.3. The Coordinator shall provide the services stated herein at the posted times of the RE Coordinator or the Coordinator will coordinate performance by a substitute of equal or higher proficiency. When utilizing a substitute the Coordinator shall submit the name and qualifications of the proposed individual to the Chaplain Sponsor or POC for approval No

Later Than (NLT) ten days before any proposed absence. In the case of emergency the Coordinator will notify the Protestant Chaplain or designee within 24 hours of emergency based absence. The Coordinator is responsible for all costs associated with providing a substitute.

5.4. Travel is necessary from place of residence to base chapel to perform required duties. The coordinator will not be compensated for travel costs.
