Job Description
Title: Software Procurement Coordinator (733604)
Location: Remote
Job description
Primary Responsibilities Include:
Working directly with customers in our agencies to document and process software procurement requests.
Gathering preparing and submitting information and documentation to the various approvers throughout the process.
Meeting with a diverse group of stakeholders to help ensure timely processing and approval of software requests.
Reviewing interpreting and providing input on software license agreements and other softwarerelated contractual documents.
Researching whether there is already current software in use in the commonwealth that would meet the documented business needs.
Providing general guidance to our customers on the software procurement approval process and its underlying policies and processes.
Overall tracking and managing of the backlog of requests.
Facilitating any requests for additional information that may arise during the approval process.
Serving as an overall point of contact and subject matter expert for both agency and delivery center staff for the software procurement approval process.
Required Experience:
1. Required: 2 years fulltime experience managing projects (does not need to be in an official capacity as a project manager).
2. Required: 3 years fulltime experience dealing directly with customers.
3. Required: 1 years of experience in vendor management.
4. Required: Strong leadership and organizational skills
5. Recommended: Degree in business related studies with a minor focus on management information systems or a combination of a businessrelated studies with a basic background in IT infrastructure.

Required Skills Expert knowledge of C#. Strong software architecture background. Strong experience in leading the design and development of component architectures, pluggable frameworks, extensible platforms, and RESTful APIs. Strong proficiency in Angular framework (Angular 2+), TypeScript, HTML5, CSS3, and JavaScript/jQuery. Experience with other front-end frameworks/libraries such as React.js or Vue.js. Understanding of microservices architecture and experience in building scalable and modular applications using microservices patterns. Familiarity and experience in building loosely coupled systems. Solid understanding of common design patterns such as Singleton, Factory, Builder, Strategy, Observer, and Dependency Injection. Proven track record in integrating diverse systems. Ability to recognize and apply appropriate design patterns in different scenarios. Knowledge of architectural patterns like MVC (Model-View-Controller), MVVM (Model-View-View Model), and Clean Architecture. Experience in implementing these patterns in .NET Core applications. Understanding of security best practices for web applications, including data encryption, secure authentication methods, and protection against common security vulnerabilities (OWASP Top Ten). Project leadership and management skills. Team leadership skills. Excellent communication skills that can convey design, ideas, and recommendations to both technical and non-technical stakeholders. Desired skills Experience in the design/development of software development platforms. Expert knowledge in Angular. Experience in cloud services (AWS or Azure) - Infrastructure as code, e.g. ARM templates Experience in Continuous Integration/Continuous Development (CI/CD) Experience in Court Systems Strong background in leading the development of UI/UX-based component architectures, pluggable frameworks, and extensible platforms. Strong background in reusable application security solutions, security architectures, and Identity and Access Management. Strong background in application logging platforms. Familiarity with Agile methodologies and experience working in Agile development teams, collaborating closely with stakeholders and other team members.
