I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Program Manager 3 hereafter referred to as Candidate(s) who meets the general qualifications of Program Manager 3 Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include preselection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).
Under the direction of the Health and Human Services Commission (HHSC) chief of staff the program manager is responsible for overseeing a largescale heavily information technology influenced master project that includes multiple subprojects with a focus on successfully driving delivery of strategic and transformational change through proven leadership and direction. The program manager will develop and maintain a highlevel timeline for both master and subprojects in coordination with a cross functional team; detailed timelines for each project to include an integrated project schedule when needed. The program manager will lead meetings and report regularly to executives and the associated steering committees on project status including budget scope schedule resources issues and risks in collaboration with the project team. The program manager will have strong working knowledge and skills in waterfall and agile (including SAFe agile) project management methodologies.
Program Manager Duties:
This position is a hybrid position; however onsite meetings will be required as specified by executive management and may be held on any day of the week.

Expert problem resolution skills. Comprehensive experience with Waterfall and Agile project management lifecycles (analysis and planning to development and deployment/implementation).

Successful management of complex projects with a multiyear budget of $10 million or more.

Experience with Microsoft Project Office Visio and dashboard tools such as PowerBI or Tableau.
