Description:

The Senior Level Technology Architect is needed to provide technical expertise in twoway Public Safety Radio Network Encryption and Interoperability to the Land and Resources I and amp;IT Cluster (LRC) and its partner ministries as part of the new Public Safety Radio Network (PSRN) project. and nbsp; and nbsp;

Skills:

Experience and Skill Set Requirements Architecture Design

The resource develops recommends implements and manages the technical architecture (hardware software database and communications) which will be used for encryption and interoperability services over LMRN. and nbsp;

Responsible for the design and communication of highlevel structures to enable and guide the design and development of integrated solutions that meet current and future business needs.

Authors high level design documents for major solutions managing design requirements and implementation teams and maintains an audit trail for an effective design control process.

Work on architecture planning design and related functions in the areas of public key infrastructure (PKI) security domain encryption solutions cryptographic services key management and related security technologies within the enterprise.

Working with business teams to understand and document voice encryption and key equipment management strategy.

Working with senior LRC management to define LRC interministry and interagency interoperability requirements in an encrypted environment. and nbsp;

Provide SME expertise on security tool capabilities and configuration adjustments when needed to contain implemented controls such as encrypted equipment and encryption key management and nbsp;

Help define and deliver major technical strategies/architectures demonstrating an understanding of the customers business and operational issues.

Managing and implementing applicationlevel tools for encryption management.

Ensure Technical and Process documentation is 100% current and all changes are thoroughly documented.

Ensure new builds/integrations/agent implementation follow operational readiness processes are fully documented health/performance KPIs are defined and in place and monitoring and alerting is in place before promoting to production.

Provide proposed changes to governance and SOPs.

Solid understanding of security protocols cryptography authentication authorization and security.

Subject Matter Expert in TwoWay Public Safety Radio and specifically Encryption and Interoperability

Experience developing complex twoway P25 Public Safety network transition and migration strategies with crossstream dependencies

Experience developing and implementing transition plans for P25 public safety networks

Experience managing largescale complex integrated project plans

Experience managing executive relationships and dealing with senior executives across multiple organizations

Excellent analytical problemsolving and decisionmaking skills

Excellent verbal and written communication skills

Highly developed interpersonal and negotiation skills

A team player with a track record for meeting deadlines

At least 10 years of handson and technical management work experience in P25 public safety networks and nbsp;

Solid experience in building and maintaining client relationships

Highly developed interpersonal and consultation skills with the ability to negotiate outcomes when parties are not aligned

Experience drafting and presenting materials for executive review at the senior leadership level.

Leadership experience in the development and implementation of technical architectures at the specified experience level

Extensive experience with at least three different platforms operating systems environments database technologies and communications protocols

Experience with middleware and gateways

Knowledge of performance considerations in different environments

Experience in structured methodologies for the design development and implementation of applications

Extensive experience in systems analysis and design in large systems environments

Experience in the use of project management tools

Awareness of emerging technologies trends and directions

Experience with largescale/ complex projects involving network design network implementation network transition interoperability user equipment distribution and operations.

Knowledge and experience both in a strategic and operational public sector and public safety governance models experience managing complex multiunit multistakeholder and multiple levels of public sector and public safety executive stakeholder project team. and nbsp;

Experience with public sector processes and policies. and nbsp;

Demonstrated experience developing mutually beneficial relationships with public sector entities.

Extensive experience working on large twoway radio projects

Experience with the Public Safety agencies and its stakeholder and nbsp;

Experience with the projects related to 24x7 critical environments and operations would be an asset.
