Deliverables:

Purpose to Acquire:

  • The purpose of this RFS is to acquire one (1) Systems Analyst to perform FileMaker tasks for the Ministry of Transportation PSS and Ministry of Labour OEA GSB and PEO in identifying the FileMaker system enhancements customizations and development requirements.


Maintenance and Support Requirements:

The Case Management Applications for the four (4) Offices mentioned above have identified an ongoing need for maintenance and support in the following areas:

  • New Modules: Designing developing testing and implementing new integrated modules based on business and management needs. This includes: knowledge base; standalone case information notes creation with the scope to updating the database server on the next online interface; an interface with MS SharePoint; etc.
  • Reports: Providing additional reporting capability to meet business and management requirements; utilizing the tab tools in the development of the reports in enhanced ways.
  • Mass Mailing: Developing enhancements or new provisions in providing eblast capabilities
  • Letter Generation: Applying EzXslt tools usage for efficient letter generation capability
  • Custom menus: Enhancing or implementing the new menu system features to provide a more userfriendly customized menu interface with accesslevel and security controls for varying user roles in the application usage as required for the client.
  • Sending to Excel: Incorporating the new features to send data from FileMaker in Excel format for efficient usage in reporting FileMaker data to create graphs.
  • Sending Email: Enhancing and implementing the current FileMaker version features to send emails to clients from the application s modules; a record of the email will be stored in the application s database and simultaneously the email will appear in the staff member s Send Mail Box of Outlook as specified by the client
  • Documentation and Training: Creating and/or updating user guides and technical documentations and providing training where required.


The Consultant will be required to:

  • Complete work as assigned
  • Provide progress/status information to Client Management
  • Comply with Client security procedures and practices
  • Comply with Client Conflict of Interest and Confidentiality Guidelines
  • Provide skills / knowledge transfer to appropriate Client staff
  • Analyze the requirements and arrive at solutions that (a) incorporate LTC standards tools and features and (b) will integrate them with the above applications ensuring that in areas of distinct usage duplicate functionality is not developed where common utilities already exist among these applications.
  • Provide a project plan with identified tasks for each group in MS Project; this plan will address the deliverables based on the requirements for each user group including the estimated time required from LTC s technical systems and business users to support the proposed plan.
  • Provide status reports on a weekly and monthly basis and provide updates on the projected plans for the following weeks that conform to existing LTC standards (including identified and approved changes to the schedule where necessary); consistently update LTC s activity reporting system until the project closeout.
  • Prepare for the LTC MTO/MOL Solutions Delivery Branch (LTC / MTO/MOLSDB) review and approval of the proposed format content and distribution for each deliverable ensuring the work plan approval exists prior to the commencement of each task; submit deliverables onschedule as agreed in the approved work plan. The Vendor may be required to conduct walkthroughs for specific deliverables to facilitate LTC / MTO/MOLSDB and MTO & MOL review and approvals.
  • Obtain written approval from the LTC / MTO/MOLSDB if any changes to the requirements are necessary or if need arises. These changes will be based on review findings when it is necessary to revise deliverables. Change management and Quality Control will be followed as per LTC / MTO/MOLSDB standards.
  • Develop unit test system test and deliver the applications and associated databases as specified in the requirements documentation.
  • Setup and support user acceptance testing (UAT) as well as fieldtesting as required prior to production system implementations.
  • Ensure that the systems delivered will perform within the current response times exhibited in today s versions of the software.
  • Establish and/or update user manuals and technical documentations for System Administration and Operational Procedures including backing up and restoring procedures in the LTC / MTO/MOLSDB standard documentation formats.
  • Describe the required (current and/or future) facilities environment hardware software terms of licenses version numbers etc. used in the development implementation and maintenance of the delivered product.
  • Provide or update technical documentation relating to the best practices of deploying FileMaker application in FileMaker Server and Citrix environment.
  • Deliver all source code and utilities created including the property rights to all work done in conjunction with this assignment. Source code must be ready to be moved into the LTC s Library Management System.
  • Provide handson user training to a selected group of end users on the new features of each of the systems to the extent that they would be able to train others.


Scope of Services and Deliverables

  • Identifying the PSS OEA GSB and PEO FileMaker systems enhancements / customization requirements working with LTC technical staff.
  • Creating specifications to develop solutions to meet the requirements
  • Developing testing and deploying the solutions making use of the current FileMaker version features/tools to provide a more efficient system for the users.
  • Providing operational support to the LTC technical staff when consulted for resolving problems.
  • Analyzing and providing recommendations on the scope and benefit of implementing upgrades to the newer versions of the FileMaker tools.
  • Translates business systems requirements into a physical systems design. This includes formulating recommendations regarding alternatives and options as well as developing technical specifications for systems development design and implementation.


Systems Analyst:

  • Provides specialized technical expertise in the overall analysis of the design and architecture of systems solutions. Evaluates recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives
  • Identifies short and longterm project goals/objectives and as a senior technical expert defines and identifies program and service delivery requirements in support of the development and/or acquisition of client applications
  • Leads the analysis and documentation for the design and architecture of systems solutions.
  • Leads the development integration testing and implementation of the clients applications.
  • Guides the feasibility studies and cost effective analyses of proposed client I&IT initiatives ensures all studies and analyses are documented
  • Leads the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC). This includes planning scheduling and estimating resources providing technical expertise coordination monitoring progress and providing management with project status updates
  • Oversees the research and evaluation of the technical components in the acquisition of software hardware technology systems and products
  • Recommends and directs the measurement and improvement of tools techniques standards and performance criteria to control the quality of application development initiatives
  • Provides coaching and direction to junior analysts throughout the project related to the development of a diverse range of client applications through all stages of the Systems Development Life Cycle.
  • Knowledge and experience in rapid application development (RAD) methodologies
  • Knowledge and experience with middleware and gateways
