Provide Executive Coordination and Strategic Support Services to the NATO CIO




EXPERIENCE AND EDUCATION:


Essential Qualifications/Experience:

5 years of experience as an OF6 or above in the NATO Command Structure
Familiarity with the technical military and political aspects and structures of ICT capabilities and cybersecurity governance within NATO
Previous experience and indepth understanding of NATO capability development spanning the entire Doctrine Organisation Training Materiel Leadership Personnel Facilities and Interoperability (DOTMLPFI) spectrum
Experience in leading staff work on large and complex projects and in coordinating multiple stakeholders in different and separate locations
Previous knowledge and experience with Business Continuity at a strategic level

Desirable Qualifications/Experience:
Previous knowledge and experience in NATO common funded and customer funded resource planning
Previous knowledge or experience with NATO cyber adaptation efforts

DUTIES/ROLE:
Provide continuous and quality executive advice to the OCIO leadership on the relationship with the NATO Command Structure and their respective C2 capabilities and ICT services across their entire lifecycle. This should include proposing creative collaborative ways of understanding problems and crafting recommendations for promising paths forward with the aims to enhance the enterprise approach to ICT coherence and cybersecurity and to improve coordination across the NATO Enterprise civil and military bodies
Measurement: To the NATO CIO satisfaction with regards to the tailored advice provided by the consultant. Confirmation by the NATO CIO with regards to the positive impact of the advice provided on the achievement of the OCIO strategic goals and objectives
Ensuring a direct liaison function between the NATO CIO and senior executives within the Allied Command Operations (ACO) the Allied Command Transformation (ACT) the NATO Communications and Information Agency (NCIA) and other NATO Enterprise bodies. This would include building and maintaining mutually beneficial relationships facilitating communications coordinating activities among the OCIO ACO ACT and other NATO Enterprise entities and acting as a senior NATO CIO representative in coordination meetings (including Allied senior boards and committees) workshops conferences and exercises
Measurement: Confirmation by the NATO CIO with regards to the quality of the engagement with ACO ACT NCIA and other NATO Enterprise bodies and the value added to achieving of the OCIO strategic stakeholders engagements objectives
Contribute to the development and implementation of the OCIO Program of Work (POW) and highlevel strategic documents such as the Cyber Adaptation Roadmap. Champion their acceptance and implementation by the NATO Enterprise entities. Support the implementation and continuous alignment with the OCIO strategic goals and objectives. Report regularly on progress and provide actionable recommendations on improving performance
Measurement: Monthly progress reports complemented by an annual overall progress report; a first one by early March 2024
Provide support to the NATO Enterprise Business Continuity process. This includes setting the direction and requirements regarding ICT relating to Business Continuity defining the NATO Enterprise part of Business Continuity maturity and other related tasks as necessary
Measurement: Support as necessary until the end of 4th Quarter 2024 (and subsequently if the contract is extended)
Provide support to unforeseen urgent requirements as necessary
Measurement: Support as necessary until the end of 4th Quarter 2024 (and subsequently if the contract is extended)
