BMD Capability Architecture




EXPERIENCE AND EDUCATION:


Essential Qualifications/Experience:

Prior working level experience in requirements management systems engineering software engineering and operational User Experience (UX) at a capability programme level
Recent involvement in capability level architecture developments for NATO BMD CONEMP AirC2 and BMD missions
Extensive background in conducting operational analysis for development of NATO capability level architectures
Experience in the development implementation or procurement of capability architectures and Command and Control Information systems
10 years background using and administering architecture management software tools such as Rational System Architect ARIS and Sparx EA. Recent handson experience using ARIS and Sparx EA
Very recent experience in following NATO s enterprise architecture directives and using NATO architecture framework ArchiMate TOGAF for a NATO owned capability level architecture development
Knowledge and experience in NATO Common Funded Capability Delivery Governance Model (CFCDGM)
Recent experience in a Capability development programme encompassing lines of development in DOTMLPFI domains (DOTMLPFI Doctrine Organization Training Materiel Leadership Education Personnel Facilities and Interoperability)
Broad NATO and international experience in policy doctrine and concept development mission planning and execution training and exercises
Extensive experience working with NCI Agency ACT SHAPE and other NCS HQs
Knowledge of NATO Command and Control systems like ICC ACCS AirC2IS TOPFAS NCOP INTEL FS ETEE FS CBRN FS
Must have the nationality of one of the NATO nations

DUTIES/ROLE:


WP ID

Work Package Title

WP 1

Operational analysis and information gathering for BMD CONOPS

Will be part of the project team conducting interviews observations workshops with operational users. The collected information is focused on the activities in support of NATO BMD / TBMD missions.

Must be able to relate the feedback received from operational community with related sections in the BMD CONEMP

D1

The Contractor will produce a detailed report of the activity with an analysis of the actual implementation aspects of operational activities assigned to the organization site. The report should highlight any identified gaps and the reasons for these gaps

A report must be provided after each working session and consolidating feedbacks. Relevant content of the report will be recorded in the project workspace and architecture repositories

This report is reviewed by the project team and NCI Agency feedbacks/corrections to the content needs to be implemented for relevant parts to be recorded in the project workspace and architecture repositories

WP 2

Maintain development and tool environment and associated workspaces and

repositories for BMD CONEMP

The Contractor will participate in analysis of operational procedures and use of BMC3I systems of the BMD architecture to develop an incremental edition of the BMD CONEMP.

The Contractor will keep CONEMP architecture repository aligned with BMD architecture repository for existing information and new focus areas coming from Tranche 2023 scope

The deliverable shall be proposed as analysis results text and architectural drawings and will be directly applied in the architecture repository using dedicated architecture management software tools.

The deliverable will be provided in a progressive way through continuous elaboration subject to the project manager of BMD CONEMP team

The Contractor shall have extensive knowledge of documenting business processes related to systemofsystems architecture development change control and toolset administration. This knowledge shall include the NAF and TOGAF frameworks and Archimate notation.

WP 5

National system modelling in BMD Architecture

The Contractor shall improve the way national systems configurations and their exchanges with NATO command and control systems are modelled in the BMD architecture.

The current configurations of national systems are not captured in the Architecture but in PowerPoint documents. This information should be part of the CM managed Architecture.

The current representation of functions for national systems is not descriptive enough and if altered to represent the functional capabilities of the national systems could be leveraged to describe these relationships with National Systems explicitly rather than relying upon knowledge held outside the Architecture and improve the data exchange mapping.

In refactoring the national system relationships it is also worthwhile looking at the Operational Activity level with the CONEMP team (Node Roles) to determine the operator relationships with the planning and mission execution Phases of the COPD process involving National Systems
