Job Title Administrator Rental Subsidy Program

Job Summary:

Carter Lard Consulting is seeking a dedicated and experienced Administrator to oversee our rental subsidy programs. The ideal candidate will have at least 6 years of experience working with rental assistance programs, demonstrating a thorough understanding of housing laws, subsidy administration, and client management. The Administrator will be responsible for the efficient management of rental subsidy contracts, ensuring compliance with governmental regulations, and providing leadership to our housing assistance team.

Key Responsibilities:

  • Oversee the administration of rental subsidy programs, ensuring compliance with federal, state, and local housing policies and regulations.
  • Manage relationships with landlords, tenants, and housing authorities to facilitate the effective delivery of rental assistance.
  • Review and approve rental assistance applications, ensuring all eligibility criteria are met.
  • Maintain accurate and up-to-date records of all rental subsidy transactions and client interactions.
  • Develop and implement policies and procedures to streamline program operations and enhance service delivery.
  • Coordinate with finance department to ensure timely payments to landlords and manage program budget effectively.
  • Provide training and support to staff on rental subsidy regulations and best practices.
  • Prepare reports and analysis on program performance for senior management and external stakeholders.
  • Address and resolve complex cases and client issues that may arise.
  • Stay abreast of changes in housing laws and regulations that impact rental subsidy programs.

Qualifications:

  • Bachelor's degree in Public Administration, Social Work, Business Administration, or related field. A Master's degree is preferred.
  • Minimum of 6 years of experience in rental subsidy administration or housing program management.
  • Proven track record of managing rental assistance programs and understanding complex housing regulations.
  • Strong leadership abilities with experience in supervising and training staff.
  • Excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders.
  • Strong organizational and time management skills with a proven ability to manage multiple tasks and priorities.
  • Proficient in using housing management software and Microsoft Office Suite.

Skills:

  • In-depth knowledge of rental subsidy programs and housing quality standards.
  • Exceptional problem-solving skills and the ability to make sound decisions.
  • Empathy and sensitivity toward the needs of low-income or vulnerable populations.
  • Ability to interpret and apply housing laws and regulations accurately and effectively.
  • Strong analytical skills with an attention to detail.

Working Conditions:

  • Office environment with regular business hours; may require occasional evening or weekend work for special program events or deadlines.
  • This role may require site visits and direct interaction with program participants and housing providers.
