Job Title: Case Manager Supervisor- Rental Assistance Programs

Salary Range 27.50 32.50 per hour

Location: New York City, NY

Reports To: [Program Director / Head of Case Management / Chief Operations Officer] Position Type: [Full-time], [Exempt]

Job Summary:

Carter Lard Consulting is currently looking for an experienced Case Manager Supervisor/Quality Control Specialist to lead our rental assistance programs. The successful candidate will have a minimum of 4 years of experience in the field of rental assistance, with a strong background in program supervision and quality control measures. This role is critical to ensuring that our programs maintain the highest standards of service delivery and regulatory compliance. Bilingual abilities are highly preferred to effectively communicate with a diverse client and staff base.

Key Responsibilities:

  • Oversee a team of case managers, providing training, guidance, and support to ensure high quality service delivery in rental assistance programs.
  • Develop, implement, and monitor quality control systems to ensure program integrity and compliance with all relevant regulations and standards.
  • Conduct regular reviews and audits of case files, procedures, and documentation to identify areas for improvement.
  • Collaborate with program directors and other stakeholders to refine policies and procedures that enhance program effectiveness and efficiency.
  • Serve as a point of escalation for complex cases and provide expert guidance on case management strategies and decisions.
  • Conduct bilingual services when necessary to ensure clear communication with non-English speaking clients and staff.
  • Foster a team culture of continuous improvement, professional development, and client centered service.
  • Prepare and analyze reports on program outcomes, quality control metrics, and staff performance.
  • Liaise with funding sources, regulatory agencies, and community partners to maintain strong working relationships and ensure program requirements are met.
  • Manage the allocation of resources within the program to maximize client impact while maintaining budgetary constraints.

Qualifications:

  • Bachelor's degree in Social Work, Public Administration, Business Management, or related field; Master's degree preferred.
  • Minimum of 4 years of professional experience with rental assistance programs or housing case management, including supervisory roles.
  • Bilingual abilities are strongly preferred (please specify language, e.g., Spanish, Mandarin, etc.).
  • Demonstrated knowledge of housing regulations, fair housing practices, and community resources.
  • Proven track record in implementing quality control measures and program evaluations.

  • Strong analytical skills with attention to detail.
  • Effective communication and interpersonal skills, with proficiency in bilingual interactions if applicable.
  • High level of organizational skills and the ability to prioritize tasks.

Working Conditions:

  • Primarily office-based with occasional travel to conduct program audits, site visits, or participate in community outreach.
  • Regular full-time hours with some flexibility required to meet program needs and deadlines.
